Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and PWS. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. The Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Development, Security, and Operations (DevSecOps), Solution Delivery (SD), Telecommunication Business Office (TBO) is seeking a vendor for the acquisition of Wireless Ethernet/Internet data services for Tuba City VA Community Based Outpatient Clinic (CBOC). PERFORMANCE DETAILS This is an acquisition for Wireless Ethernet/Internet data services for Tuba City Community Based Outpatient Clinic (CBOC). The Contractor shall provide all labor, management, tools, material, and equipment to perform all requirements. PERFORMANCE PERIOD The period of performance (PoP) shall be one (1) 12-month base period and four (4) 12-month option periods. Installation, maintenance, and disconnection of services shall take place between 8:00 AM to 4:30 PM (Local Time), Monday through Friday, excluding Federal holidays. Work may be required outside of normal business hours due to system failures and other issues. PLACE OF PERFORMANCE Coverage under this PWS shall be for Tuba City Community Based Outpatient Clinic (CBOC), located at 167 N Main St, Tuba City, AZ 86045. SERVICE TYPES AND FEATURES The Contractor shall provide Wireless Ethernet/Internet Service at 20 Megabits per second (Mbps) to include the installation of required equipment needed for Ethernet/Internet services to be included in the reoccurring monthly charges. TELECOMMUNICATION AVAILABILITY The Contractor shall adhere to all Public Utilities Commission (PUC) Agreements that regulate the area of service. The PUC shall be the primary ombudsman for regulated services. Government Telecom requirements and conditions may be more stringent than PUC regulations and both may apply. Service provider must have their own facilities in the network fully or in part. Best effort service shall not be accepted. ESTABLISHMENT OF SERVICES Requirements for access to VA facilities shall include the following: Usual working hours at VA facilities are 8:00 AM to 4:30 PM (Local Time) except the Network Operations Center (NOC) which is open 24/7. Access after normal administrative hours shall be coordinated and approved with each site. The Contractor shall provide the Wireless Ethernet/Internet services 24 hours a day, 7 days a week, 365 days a year. Services shall include all non-recurring charges specific to the facility. Service that is provided under a fixed period service pricing plan may be changed in speed or capacity, or may be converted to another service, without incurring a discontinuance charge. The Contractor shall seek permission and schedule via the COR entrance to the Government facility for the purpose of installing, inspecting or repairing of the facilities, or upon termination of the service, for the purpose of removing Contractor equipment. The Contractor shall notify the COR within one business day if access is not obtained.
