Request for Information This is a Request for Information (RFI) to conduct market research to determine the availability of vendors capable of providing the requirement listed in the attached Draft PWS. This RFI does not guarantee the issuance of an RFQ. However, if an RFQ is issued, VA will follow the Contracting Order of Priority in accordance with Veterans Affairs Acquisition Regulation (VAAR) Part 819.7004. If you are able to meet the full requirement as outlined in the attached Draft PWS, respond to this RFI with an informal quote outlining the offeror s solution. Summary: The Contractor shall provide two additional physical data center locations which are geographically dispersed (Dallas, TX, and San Jose, CA). These services already exist for VA in Chicago, IL, and Ashburn, VA. The space shall house VA-owned equipment in a closed 19-inch vendor provided cabinet, which will serve as a demarcation between contractor cloud service facilities and VA WAN service provider network. The contractor shall also provide 30-amp, 120v AC single phase primary and redundant power to the cabinet. The contractor shall provide six Single Mode fiber cross connects at each facility. and one Single Mode fiber extended cross connect at Facility A. The contractor shall provide seven Single Mode fiber cross connects at Facility B. Two additional cross connects at each site deliver the Cloud Exchange Fabric ports but are included in the port cost. In addition, the contractor shall provide two (2) 200Mbps Remote Virtual Circuit connections at each of the contractor facilities A and B only. NOTICE: VA contemplates modifying existing Task Order 36C10A18F030 under GSA Contract GS35F401BA on a sole source basis for additional scope in services as described in the attached Draft PWS. Prior to award of the base requirement, market research indicated that the proposed source, Equinix, Inc., One Lagoon Drive 4th Floor, Redwood City, CA 94065-1562, was the only source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized, IAW Federal Acquisition Regulation (FAR) Part 8.405-6(a)(1)(i)(B). Subsequently, a sole source award was made to Equinix, Inc., per this authority. VA anticipates that Equinix, Inc., remains the sole source for the addition to the requirement sought through the contemplated modification. This RFI is issued solely for information and planning purposes - it does not constitute an RFQ or a promise to issue an RFP in the future. This request does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking quotes and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned.
