This Justification for an Exception to Fair Opportunity is on behalf of VISN 5, VAMC Baltimore and will be executed by the Department of Veterans Affairs National Acquisition Center (NAC) located in Hines, Illinois. The activity proposes the issuance of a sole-source delivery order against Indefinite Delivery/Indefinite Quantity (IDIQ) contract VA797H-17-D-0024 awarded to GE Healthcare for Invasive Networking (INW) and Data Management System (DMS) server software upgrades. The VA Maryland Health Care System originally procured and installed the MacLab system from GE Healthcare in FY2011 to support hemodynamic recording in the VAMC Baltimore Cath Lab. VAMC Baltimore is expanding its cardiac catheterization services to include electrophysiology (EP) procedures. GE Healthcare offers an upgrade that includes EP recording. GE Healthcare offers an upgrade of the MacLab hemodynamic recording system to the ComboLab AltiX system which supports hemodynamic and EP recording. This will include associated hardware upgrades and implementation services that are necessary to support the software upgrade.
