This Justification for an Exception to Fair Opportunity is on behalf of VISN 4, VAMC Pittsburgh and will be executed by the Department of Veterans Affairs National Acquisition Center (NAC) located in Hines, Illinois. The activity proposes the issuance of a sole-source delivery order against Indefinite Delivery/Indefinite Quantity (IDIQ) contract VA797H-17-D-0024 awarded to GE Healthcare for Invasive Networking (INW) and Data Management System (DMS) server software upgrades and virtualization. The INW server upgrade requires new hardware (workstations for Combo and Mac Labs), software revision, HL7 interfacing, and SQL licensing. Additionally, this will include associated technical install services, data migration and project management necessary to complete the overall upgrade. Beyond the initial upgrade, this includes an additional Combo Lab install for the Hybrid Operating Room renovation project. The INW server is currently running software revision 6.9 with the upgrade set at 7.0. This server is a physical server currently running on Microsoft SQL Server 2008 r2, an unsupported operating system per Microsoft s January 2020 end of support. This poses a cybersecurity vulnerability due to lack of continual updates. The Centricity Cardiology Data Management System (DMS) server, though virtual, is running on Microsoft SQL Server 2008 r2 as well. Per GE Healthcare s End of Support (EOS) letter dated October 26, 2018, the DMS software solution can no longer be maintained, serviced, or repaired as of December 14, 2020. Additionally, the actual Combo and Mac Lab control workstations are running on Windows 7, which is also unsupported. This request also includes an additional AltiX Combo Lab for the upcoming activation of the Hybrid OR. Without upgrading all the current labs to AltiX, the expansion would require an additional server, isolated from the current configuration and impacting the ability to streamline workflow across clinical platforms. By purchasing this solution as both an upgrade and expansion, this will save the VA additional funding by reducing hardware costs and the need to replace all systems with another manufacturer. Failure of any unsupported component at this time would greatly inhibit Cardiology s ability to perform procedures as these systems are used to monitor patient vitals during invasive cardiac procedures as well chart documentation of the procedure, staff and supplies. This data then goes into the patient s chart as part of their permanent medical record. With the expansion of the Hybrid room, there will be combined procedures that will require clinical documentation from multiple areas. Therefore, it is imperative that these systems function together as one. This upgrade and expansion also includes additional nursing client workstations that would allow clinical staff to chart within the procedure rooms, bay area and other physician locations. This would reduce workflow delays and increase social distancing thereby helping to meet COVID-19 guidelines.
