Title: Sources Sought Notice/Request for Information pertaining to a contemplated new procurement to acquire Contract Support services to assist with the OIG Hotline Services. DESCRIPTION OF REQUIREMENT The purpose of this notice is to enable OIG to obtain preliminary information about the kinds and sizes of small businesses that are capable of performing a contract of this scale. This notice is not a Solicitation and it does not seek the submission of formal binding proposal. In the event that DOT determines that these services will be procured, a formal Proposal will be issued. The purpose of the attached Statement of Work (SOW) is to acquire Contractor services to manage the OIG telephone hotline by receiving and recording any allegations of fraud, waste and abuse and forwarding the reports on to OIG hotline investigators for disposition. Hotline services must be available 24 hours a day, 365 days a year and must be answered by a live person (no voice mail can be utilized). Allegations may be reported by DOT employees, contractors, or the general public issues that may be reported are the following: Computer Crimes, Employee Misconduct, False statements and False Claims just to name a few. The NAICS code for this effort is 561421, Telephone Answering Services. The anticipated period of performance proposed is five (5) years inclusive of a one (1) one year base period and four (4) one year option periods). BUSINESS SIZE PREFERENCE: OST may be interested in designating this as a HUBZONE set-aside. As such, all capable HUBZONES are requested to submit. However, we reserve the right to solicit from any business type based on the results of our market research. RESPONSES TO THIS RFI: After reviewing the draft SOW, interested parties shall submit the following in response to this RFI: - Company Capability Statement tailored to the requirement (SOW) that demonstrate ability to successfully accomplish the goals of the project; - Clear Identification of Business Size; - Estimate cost for services; - Three past performance references for work similar in size and scope as described herein; and - Questions and comments on the attached DRAFT SOW. FORMAT AND PAGE LIMIT: Responses to this RFI shall not exceed 3 pages not including past performances and resumes Any questions concerning this notice should be directed to the Contract Specialist, Antoinette Smith with a courtesy copy to the Contracting Officer, Robin D. Gates by 12:00 PM Eastern Time, April 19, 2019. Late questions will not be responsed.
