The United States (U.S.) Department of Transportation, Federal Transit Administration (FTA) is seeking vendors to assist with procurement system reviews (PSRs) concerning recipients of various sizes as further described in the attached Statement of Work (SOW). The objectives of the PSR is to examine how recipients of FTA funds comply with statutory and administrative requirements for procurement, especially those that are included in the Annual Certifications and Assurances submitted by recipients. The PSR examines various elements to determine if FTA recipients are meeting FTA procurement requirements and to identify corrective actions if a recipient is not meeting the requirements. In addition to helping evaluate recipients, the review gives FTA an opportunity to provide current information to recipients on the latest FTA procurement requirements and assists FTA in reporting to the Secretary, Congress, other oversight agencies (DOT Office of Inspector General) and the transit community. The Federal Business Opportunity (FedBizOpps) notice is an announcement seeking market research information on small businesses that believe they are capable of providing the services in the attached SOW. The capability package response for this sources sought/market research survey is not expected to be a proposal, nor will any award be made, but rather specific, detailed information regarding the company's existing experience in relation to the areas specified in the SOW for information and planning purposes only. The Government will not accept simply submission of your firm's standard brochure of capabilities as a response to this sources sought/market survey notice. The Government will not be responsible for any cost incurred by interested parties in responding to this request. If your firm has an interest, please provide a typed capabilities statement of no more than 10 pages. The following questions must be answered and elaborated on as part of the capability statement package response response: (1) Past Performance - Does your firm have the relevant past performance within the last three years (include contract number, contract type, dollar value, point of contact (POC), and a brief description of the work performed)? 2) Corporate Experience - Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work in the SOW; and (3) Which labor categories did your firm utilize for this type of work under a contract awarded? Along with your capability statement package response, please include specific information that addresses your firm's capabilities to provide services as described in the attached SOW. Please provide your company's name, POC, address, phone number, cage code and your business size under the North American Industry Classification System (NAICS) code along with your capability statement response. Please note that the Government will not be compiling a bidders list for this sources sought/market research survey nor posting one. CONTRACT TYPE The Government anticipates awarding multiple Indefinite Quantity/Indefinite Delivery (IDIQ) contracts which would allow for issuance of Firm-Fixed Price (FFP) and Labor Hour task orders concerning this requirement if determined to be competed as a small business set-aside utilizing the Federal Acquisition Regulation (FAR) Part 15 procedures. PERIOD OF PERFORMANCE The anticipated period of performance will be one 12-month base period and four 12-month option periods. PLACE OF PERFORMANCE The contractor shall furnish necessary facilities to undertake the scope of work and perform the services specific in this requirement.
