Title: Sources Sought Notice/Request for Information pertaining to a contemplated new procurement to acquire contract support services to assist with the implementation of drug collections, breath alcohol testing services and supporting functions to DOT and other entities (e.g. other federal government agencies). DESCRIPTION OF REQUIREMENT The purpose of the attached DRAFT Statement of Work (SOW) is to procure all services necessary to conduct drug and alcohol testing services for covered DOT employees and applicants. Collection/testing is required in all 50 States, Puerto Rico, the U.S. Virgin Islands, and certain locations in the Western Pacific area, such as Guam, American Samoa. Under this contract a predicted annual testing goal ranges from 15,000 to 30,000 drug collections and 7,000 to 27,000 alcohol tests. Approximately, 300 of the annual tests are scheduled during weekends, holidays and off hours. The Department of Transportation (DOT), Substance, Abuse, Awareness and Testing Office is issuing this Sources Sought Notice to seek industry comments and identify potential Contractors capable of performing the work described herein. This notice is not a Solicitation and it does not seek the submission of formal binding quotation/proposal. In the event that DOT determines that these services will be procured, a formal Request for Proposal will be issued. DOT cannot and will not reimburse any organization for its time, effort, or costs expended in responding to this Sources Sought Notice. The NAICS code for this effort is 541611, Administrative Management and General Management Consulting Services. The anticipated period of performance proposed is four and half (4.5) years inclusive of a (six (6) months base period and four (4) one year option periods). RESPONSES TO THIS RFI After reviewing the draft SOW, interested parties shall submit the following in response to this RFI: - Company Capability Statement tailored to the requirement (SOW) that demonstrate ability to successfully accomplish the goals of the project; - Business size; - If a GSA Schedule holder, please provide GSA Price List; - Proposed type of contract and labor categories inclusive of potential rates; and - Rough Order of Magnitude (ROM) that will estimate the requirement level of effort and cost to complete the tasks outlined herein. FORMAT AND PAGE LIMIT Responses to this RFI shall not exceed 10 pages, excluding any attachments. Attachments to Section J referenced in the Statement of Work is not provided for this RFI. There is no formal question and answer period for this RFI and no questions will be entertained before the due date. However, feel free to submit your questions and comments by the Source Sought Notice due date.
