Title: Sources Sought Notice/Request for Information pertaining to a contemplated new procurement to acquire contract support services to assist with the implementation of the Federal Managers' Financial Integrity Act of 1982 and Office of Management and Budget Circular A-123 requirements. DESCRIPTION OF REQUIREMENT The purpose of the attached Statement of Work (SOW) is to promulgate a centralized managerial framework within DOT for activities related to enhancing enterprise risk management capabilities and assessing internal controls, which includes incorporating innovative ongoing monitoring techniques and technologies. The purpose of the SOW is also to ensure the Department has access to expertise in establishing, implementing, and maintaining an integrated ERM and internal control framework. The Department of Transportation (DOT), Office of Financial Management (OFM) is issuing this Sources Sought Notice to seek industry comments and identify potential Contractors capable of performing the work described herein. This notice is not a Solicitation and it does not seek the submission of formal binding quotation/proposal. In the event that DOT determines that these services will be procured, a formal Request for Proposal will be issued. DOT cannot and will not reimburse any organization for its time, effort, or costs expended in responding to this Sources Sought Notice. The NAICS code for this effort is 541611, Administrative Management and General Management Consulting Services. The anticipated period of performance proposed is five (5) years inclusive of a (one (1) one year base period and four (4) one year option periods). The Gvoernment intends to award one (1) BPA to a single offeror. The anticipated call volume per year is 25-30 Calls. RESPONSES TO THIS RFI After reviewing the draft SOW, interested parties shall submit the following in response to this RFI: - Company Capability Statement tailored to the requirement (SOW) that demonstrate ability to successfully accomplish the goals of the project; - Business size; - If a GSA Schedule holder, please provide GSA Price List; - Proposed type of contract and labor categories inclusive of potential rates; and - Rough Order of Magnitude (ROM) that will estimate the requirement level of effort and cost to complete the tasks outlined herein. - There is no formal question and answer period for this RFI and no additional questions will be entertained at this time. However, feel free to submit any additional questions and comments by the Source Sought Notice due date. FORMAT AND PAGE LIMIT Responses to this RFI shall not exceed 10 pages, excluding attachments.
