The US Department of Transportation (USDOT), Pipeline and Hazardous Materials Safety Administration (PHMSA) is issuing this Sources Sought Notice to identify potential Contractors that may be interested in and capable of performing the work described herein to assist in the recruitment of engineering personnel. PHMSA welcomes all qualified Contractor concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. PHMSA does not intend to award a contract based on responses to this notice or otherwise pay for the preparation of any information submitted. No formal evaluation of the information received in response to this RFI will be conducted. However, PHMSA may later issue a formal Request for Proposal (RFP). Nonetheless, should such a requirement fail to materialize, no basis for claims against PHMSA shall arise due to responding to this notice. OBJECTIVE: The Human Resources Division within PHMSA is seeking to acquire expertise in the recruitment of engineering personnel to aid in the execution of its mission to provide human resources advice, guidance, and services to help agency staff successfully supporting the operating programs of the Agency. SPECIFIC REQUIREMENTS: At a minimum, PHMSA is seeking a source to perform the following: Collaborate with PHMSA program offices; managers; and, supervisors to identify project needs and desired qualifications for technical and engineering staff. Plan and implement recruiting programs based on qualifications and job descriptions for anticipated PHMSA vacancies. Draft and publicize recruitment efforts in appropriate and relevant places that may include online sources such as LinkedIn, and educational and professional journals and publications. Manage correspondence and relationships with college placement officers, engineering professors, and professional employment services. Attend engineering job fairs. Review resumes, verify academic records and previous work experience, and conduct interviews or identify the appropriate staff or agency to conduct these tasks. Schedule and arrange for promising candidates to visit the and interview with PHMSA program offices; managers; and, supervisors. Maintain contacts in the engineering community through active participation and membership in professional societies.
