PHMSA is seeking competitive research contracts to improve hazardous materials transportation safety across all modes. Proposals should address one or more priority areas: modernizing safety standards, safe energy storage technologies, innovative packaging, emergency responder risk reduction, and rail transportation safety. A two-phase selection process will be used, beginning with white papers followed by invited full proposals. Awards may be firm-fixed-price or cost-reimbursement contracts up to $2,000,000, with a maximum performance period of 36 months.
