Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with Diversified Technical Systems, Inc to purchase a complete upgrade for the data acquisition system utilized at FHWA's Federal Outdoor Impact Laboratory (FOIL). The system includes: SLICE PRO 4-module rack, SLICE PRO LAB SIM (9ch), automotive bandwidth, 350 ohm bridge, and SLICEWare for SLICE PRO. To be able to utilize the equipment already available at the FOIL, which includes countless number of accelerometers, angular rate sensors, linear potentiometers, and load cells, the purchase of the upgrade data acquisition system will have to be conducted through DTS. A purchase order, issued under FAR Part 13, is anticipated. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
