Synosis: This requirement is for the United States (U.S.) Department of Transportation (DOT), Federal Transit Administration's (FTA) Office of Budget and Policy (TBP). The CFO (Chief Financial Officer) Act of 1990, as amended requires all Federal government agencies to submit financial statements on an annual and quarterly basis. The Office of the Secretary of Transportation (OST) within the U.S. DOT required all Operating Administrations (OAs) to submit their financial statements on a monthly basis (by the 10th day of the following month). The Office of Management and Budget (OMB) has also mandated that all Federal agencies submit their audited financial statements by November 15th of each year. In addition, the departmental CFO mandated the requirement for the development and maintenance of procedures to establish an accrual process for Federal Transit Administration (FTA) grant awards for monthly financial statements beginning May 2003. The purpose of this effort is to provide assistance with financial statement preparation and support services for the grant accrual estimation and validation process. This will assist FTA to comply with policies mandated by the CFO, and support the accelerated due dates for agency submission of unaudited financial statements and related packages imposed by U.S. DOT Office of the Secretary (OST), Office of Management and Budget (OMB), and U.S. Treasury. This effort will assist in ensuring that FTA can submit all required financial statements in a timely manner. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, a Request for Application, an Invitation for Bids, a Solicitation, or an indication that the FTA will contract for the items contained in this Special Notice. The RFI/Sources Sought Notice is an attempt to reach out in an effort to determine industry capabilities and interest and will be treated as information only for our market research efforts. In accordance with the Federal Acquisition Regulation (FAR) 15.201 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI/Sources Sought Notice are strictly voluntary and FTA will not pay respondents for information provided response to this RFI/Sources Sought Notice. Responses to this RFI/Sources Sought Notice may not be returned and respondents may not be notified of the result of the review. If a Solicitation is issued, it will be announced on Federal Business Opportunities (FBO) website www.fbo.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI/Sources Sought Notice does not restrict the Government's acquisition approach on a future Solicitation. Please Note: This is a follow-on effort that is designated as a Small Business Set-Aside. Instructions for Submitting Responses/Comments For this RFI/Sources Sought Notice, it is vital that the interested offeror review the instructions that follow: A draft Statement of Work (SOW) which is Attachment 0001 is attached for review to this RFI/Sources Sought Notice. As it relates to this RFI/Sources Sought Notice when submitting the capability statement response, your firm must address the following as part of the response: (1) Past Performance - Does your firm have the relevant past performance within the last three years (include contract number, contract type, dollar value, point of contact (POC) to perform the work briefly shown in the attached SOW, and a provide brief description of the relevant work your firm performed)?, (2) Corporate Experience - Does your firm have the work experience similar in nature, scope, complexity, and difficulty of work in the SOW, and (3) Which labor categories did your firm utilize for this type of work under a current and past awarded contract, task order, call order etc.? Responses to this RFI/Sources are due on August9, 2019 at 4:30 PM Eastern Standard Time (EST). In response to this RFI/Sources Sought Notice, please ensure you include your firm's legal name, respective business classification and North American Industry Classification System (NAICS) code for use concerning the types of services your firm recommends for use etc. when providing the typed capability statement response. If your firm has an active General Services Administration (GSA) Indefinite Delivery, Indefinite Quantity (IDIQ) contract for these types of services as well, please include the current contract number, brief description of the contracted work with dates in your response. Responses to this RFI/Sources Sought Notice must be no longer than 5 pages in length.
