UPDATE 5/16/2024: The FAA is notifying industry that the acquisition strategy for FMDS has shifted, and is no longer pursuing a competitive procurement action for FMDS at this time. The current strategy consists of using existing FAA contracts and resources to satisfy initial FMDS requirements. The contract vehicle the FAA intends to utilize is the Traffic Flow Management 2 (TFM2) Contract with General Dynamics Information Technology, Inc. FAA will be looking to provide other acquisition opportunities when the FMDS acquisition strategy is further solidified. Industry will be notified of any future opportunities or updates via Sam.gov ********************************************************************************************************************************************** The Federal Aviation Administration (FAA) has a requirement to develop a new system to provide Traffic Flow Management (TFM) services to the National Airspace System (NAS). This new system, Flow Management Data and Services (FMDS), will replace the FAA’s current Traffic Flow Management System (TFMS). This market survey is the third in a series, following surveys issued in November 2020 and June 2022. The information gathered from this survey will be used to gain a better understanding of industry interest and capabilities in meeting the FMDS requirements. This will help the FAA refine its acquisition strategy and develop a draft Screening Information Request (SIR). Additional information regarding FMDS is available at https://www.faa.gov/atmm. This announcement is being issued in accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.2.1 Market Analysis. This is not a SIR or Request for Proposal (RFP). The responses to this market survey will be used for informational purposes only and must not be construed as a commitment or a promise to contract by the Government. The FAA is not seeking or accepting unsolicited proposals. Responders are advised that the FAA will not pay for any information received or for administrative costs incurred in preparing a response to the market survey. Any costs associated with responding to this market survey are solely at the interested respondent’s expense. Input on the information contained in the responses may be reviewed by FAA non-Government consultants or experts who are bound by confidentiality of data clauses. NOTE: Some of the documents associated with this requirement are export-controlled. As such, interested parties are required to sign Non-Disclosure and Non-Use Agreements prior to receiving controlled documents.
