Market Survey For The Office of Security & Hazardous Materials Safety (ASH) Business Services & Security Solutions Division, AXM-400 Acquisition Support Services In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, the FAA is conducting a Market Survey for the purpose of soliciting statements of interest and capabilities from potential vendors. The responses will not be released, except as required if requested under the Freedom of Information Act (FOIA). Proprietary information that is appropriately marked will be protected in accordance with the FOIA. The FAA intends to set aside this procurement for small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals (8(a) Certified), service-disabled veteran owned small businesses, Historically Underutilized Business Zone (HUBZone) small businesses, small disadvantaged businesses (SDB), and Women Owned Small Businesses. Note: SDB’s – There is no order of precedence among the SEDB 8(a) certified, HUBZone, SDVOSB, EDWOSB, WOSB, or SDB for set-asides. Results of market research and progress in the achievement of the agency's socio-economic goals should be considered when determining which set-aside to utilize. However, when contemplating a SDB set-aside, a SEDB 8(a) certified small business set-aside must first be considered. Description of Services ASH is responsible for the provision of security-risk-management support in the program areas below, to all of the FAA’s 48,000 employees, and to the physical assets and operational capability represented by the FAA’s more than 1,000 staffed facilities and 10,000 unstaffed facilities. These FAA Security programs are the administrative, regulatory, and criminal-investigative security and security-risk-management programs that are designed to provide personnel, operational, facility, and asset security-risk- management safeguards. They include: Personnel Security Physical And Technical Security Cyber Security Interagency Communications Intelligence And Investigations Law Enforcement Support Hazardous Materials Safety National Security Programs and Incident Response The Acquisition Support Services required include: Requirements development. Market research and analysis of collected data. Reviewing and analyzing contractor information. Development and maintenance of financials, cost models, and estimates to support planned acquisition. Aid in contract formulation in the pre-award and post-award administrative contract phases. Provide analysis and support in contract administration and management (including billing, funding, changes, and development); and Maintain electronic contracting documentation related to all contract administration activities. The FAA requests the following from interested vendors: A submittal demonstrating your strategy/capability/methodology of performance in accordance with Section 6, “Task Requirements” of the Statement of Work (SOW) attached. You submission must not exceed 10 pages and the required font size is Times New Roman 12-point font. Respondents must identify a representative to support further FAA inquiries and requests for clarifications of the information provided.
