Amendment No. 001 to FAA Contract Tower Program The purpose of this Amendment No. 001 to the FAA Contract Tower Program market survey announcement is to include the questions provided by industry and responses from the Government team. There are no other changes to this announcement. ***************************************************************************************************************************************************** MARKET SURVEY ANNOUNCEMENT 1. Introduction/Purpose Through the Federal Aviation Administration’s (FAA) Contract Tower (FCT) Program, the FAA acquires support mission critical and time sensitive air traffic control activities at approximately 260 Visual Flight Rules (VFR) airports throughout the United States, Puerto Rico, the U.S. Virgin Islands, Guam and Saipan. The FAA has a five-year requirement for the continuation, on a competitive contract basis, to provide air traffic control (ATC) services. The Draft Screening Information Request (SIR), which contains the Draft Statement of Work (SOW) and a list of locations (Attachment J-3), are attached to this announcement. Presently, such ATC services are provided on a contract basis at 260 air traffic control towers by three contractors; Robinson Aviation Inc., Midwest Air Traffic Control Service, Inc., and Serco Management Services, Inc. The purpose of the market survey is to further refine the acquisition strategy and arrive at the most suitable approach to acquiring air traffic services for the follow-on acquisition. The FAA plans to release a final Screening Information Request (SIR) for industry in the Fourth Quarter of calendar year 2022. This announcement is being issued in accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.2.1. 2. Nature of Competition The FAA contemplates that this will be an unrestricted competition. 3. Disclaimers (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; (d) Any costs associated with the market survey submittal is solely at the interested vendor’s expense; and (e) The FAA reserves the rights to have communication with any or none of the respondents and upon submittal, any documentation and information becomes the property of the FAA. 4. North American Industry Classification System (NAICS) Code The applicable NAICS code for this requirement is 488111 – Air Traffic Control. Applicable size standard of $35 Million. 5. Submittal Requirements for Market Survey a. Firms interested in participating in a competitive procurement for the aforementioned services are requested to submit a capabilities statement in Microsoft Word or PDF, 12 pt. font, not to exceed ten pages in length. The FAA requests that this statement address the following: 1. Describe your experience and ability to provide Air Traffic Control services as identified in the attached draft SIR. 2. Identify any subcontractor or teaming arrangements that may be used to fulfill the requirements.The FAA will not use the capabilities statements to screen or down select. Rather, they will be used to determine the range of vendor interest, experience, and capability. b. In addition to the capabilities statement, firms must provide a completed Business Declaration Form (attached). c. Firms are encouraged to provide any questions/comments on the Draft SIR, specifically Clause H.26 - ADHERENCE TO PERFORMANCE LEVEL STAFFING PLAN AND LABOR HOURS. Should you have any comments/questions on the draft SIR, please reference the specific section number. Interested firms should provide their submittal package (capabilities statements, business declaration form and comments on the draft SIR) electronically to FAA Contracting Specialist Christian.C.Lindsay@faa.gov by close of business July 25, 2022. Any questions regarding this Market Survey must be submitted in writing by close of business on July 8, 2022.
