Introduction/Purpose The Federal Aviation Administration (FAA) is seeking sources to provide unlimited portal access to both current and historical standards in support of Light Sport A aircraft (Committee F37); Unmanned Aircraft System (Committee F38); Aircraft Systems (Committee F39); and the D-series fuel specifications in ASTM Volumes 05.01, 05.02, 05.03, 05.04and 05.05 with potential l for additional standards based on future regulatory requirements, for all Aviation Safety personnel. Additional details are contained in the provided Statement of Work. The FAA envisions an award with a period of performance that will include one base year and four one-year option periods. 2. Incumbent Contractor FAA contract DTFAWA-14-C-00015 with American Society for Testing and Materials provided this specialized service. 3. Nature of Competition The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition, a set-aside, or single source award will be chosen depending on the responses to the market survey. 4. Standard Language Respondents to this Market Survey Announcement should note that – This is not a Screening Information Request or Request for Proposals of any kind; The FAA is not seeking or accepting unsolicited proposals; The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and Any costs associated with the market survey submittal is solely at the interested vendor’s expense 5. The NAICS Size Standard in dollars is $15M. 6. Submittal Requirements for Market Survey Responses to this sources sought must include the following information: 1. General information of your company name, address, contact person name, phone number, fax number, email address(s) and DUNS number and company website if available. 2. Type of business such as 8(a), small business, Hub Zone small business, Small Disadvantaged Business, Service Disabled Veteran Owned small business or Veteran owned small business. 3. Company experience with providing customers with unlimited portal access to both current and historical standards in support of Light Sport A aircraft (Committee F37); Unmanned Aircraft System (Committee F38); Aircraft Systems (Committee F39); and the D-series fuel specifications in ASTM Volumes 05.01, 05.02, 05.03, 05.04and 05.05 with potential l for additional standards based on future regulatory requirements, for all Aviation Safety personnel. The maximum page limitation for the submittals is 5 pages. 7. Delivery of Submittals All responses to this market survey must be received by 12:00 PM ET on or before May 26, 2020.
