Introduction/Purpose The FAA Chief Data Office (ADO) in conjunction with the FAA Office of Aviation Safety (AVS) and other FAA lines of business is considering alternative approaches to acquiring the capabilities announced in the June 2022 market survey announcement for the Aviation Safety Knowledge Management Environment (ASKME). This market survey is intended to gather industry input and insights on an alternative acquisition approach that would separate out the acquisition of Platform capabilities from the acquisition of ASKME application capabilities. In this approach the FAA ADO would acquire and integrate foundational capabilities of the Platform Component of the ASKME program as part of the FAA Enterprise Information Management Data Platform (EIMDP). The acquisition and operations of the ASKME application would be a separate acquisition activity that would be built on the platform capabilities that are integrated into the FAA EIMDP. The FAA Aircraft Certification Service (AIR) is part of the Office of Aviation Safety (AVS) and includes more than 1,300 engineers, scientists, inspectors, test pilots and other experts responsible for oversight of design, production, airworthiness certification, and continued airworthiness programs for all U.S. civil aviation products and foreign import products. AIR collaborates with the International Civil Aviation Organization (ICAO) and other Civil Aviation Authorities (CAA) to maintain and further the safety of the international air transportation system. The Aviation Safety Knowledge Management Environment (ASKME) program was created to improve AIR organizational effectiveness and efficiency by automating key AIR business processes. The result was applications that supported the principal business processes as identified above. Recent events related to aircraft certification (e.g., the 737MAX return to service), continued operational safety monitoring (e.g., the impact of 5G antennas on aircraft operations), and Congressional focus on new safety requirements (i.e., legislative reforms to commercial aircraft certification), highlighted the need to modernize ASKME to assist AIR in meeting these requirements. The vision is to augment and/or replace ASKME legacy applications with a solution to meet the new needs and address existing limitations. 2. Incumbent Contractor There is no incumbent contractor associated with the ASKME application requirement. General Dynamic Information Technology (GDIT) is the incumbent contractor for the Enterprise Information Management Platform (EIMDP). 3. Nature of Competition The FAA is seeking additional information related to available software offerings that could be integrated as platform services, enclaves, or components on EIM DP and then used to build, deliver, operate and maintain business applications such as ASKME-to gain an understanding of how these solutions can automate, streamline, and improve the business processes and data analysis functions for the FAA’s Aircraft Certification Service (AIR) and other FAA business organizations. The primary purpose of this Market Survey/RFI is to: ? Assess Industry interests and capabilities to provide and adapt a Commercial-off-the-Shelf (COTS) Software-as-a-Service (SaaS) / Platform-as-a-Service (PaaS) solution to satisfy the requirements identified in Appendix A (attachment 2) ? Collect information on technology sources, solutions, risks, scalability, security, and other factors to satisfy requirements. ? Gain an understanding of cost of ownership/subscription, pricing model, technology alternatives and risks considering the alternative approach of separating the acquisition of the underlying platform service requirements from the application requirements in Appendix A (attachment 2) . ? Solicit feedback on the requirements identified in Appendix A (attachment 2) ? Assist the FAA to refine its acquisition strategy and requirements. 4. Standard Language The FAA is releasing this public announcement in accordance with the FAA Acquisition Management System Policy Section 3.2.1.2.1, Market Analysis. Respondents to this Market Survey Announcement are advised that – (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; (d) Any costs associated with the market survey submittal is solely at the interested vendor’s expense; and (e) All vendors responding to this Market Survey are responsible for ensuring that documents submitted contain appropriate proprietary markings, as applicable. 5. Submittal Requirements for Market Survey The FAA requests the following information from interested vendors: I. Capability Statement that demonstrates your firm’s capability and experience implementing solutions in an operating environment that are described in this RFI (Limited to 5 pages). Please include your business size (e.g., Large, Small) and any small business designations in your response. II. Responses to the following questions: 1. Complete the attached matrix to detail the following for your “platform” product(s) or approach relative to the Attachment 2: Appendix A requirements: a) Current Capability (Yes/No/Future) b) Implemented via (Configuration, Customization, Not able to Satisfy) c) Implementation Complexity (Low, Medium, High) d) 1) Platform integration with EIMDP complexity (Low, Medium High) 2) ASKME application complexity (Low, Medium, High) e) Product(s) to meet requirement 2. Based on how you answered the attached matrix, discuss the maturity of your solution. Elaborate on the amount of configuration or customization necessary to satisfy ASKME requirements in Attachment 2: Appendix A. 3. Are the requirements identified in Attachment 2: Appendix A sufficiently detailed to allow you to propose and price your solution? If not, what additional information is needed? Please provide any specific requirements change recommendations and/or clarifying questions. What is your recommendation for sizing of the baseline platform components that will be integrated as part of EIMDP? The intent of sizing of the EIMDP baseline components is to provide the minimum viable enable platform functionality integrated in EIMDP that can be expended to support the needs of ASKME and other potential business application. 4. What low-code/no-code capabilities/tools does your solution provide to enable users to create the following: a) User interfaces, user experience and data visualizations. b) Automated workflows, business rules, team hierarchies, decision logic, product catalogs, and data capture (as would be used to automate the illustrative business processes represented in the attached FAA Order 8110.107) 5. Please explain how users interact, interrogate, transform and enrich data sets on your solution: a) Does the solution provide “drag and drop” capabilities to empower users to transform data sets with minimal use of code? b) Does the solution provide “notebook” or similar integrated development environment for writing code to transform data sets? c) Does the solution provide a means for sharing data transformations via version control, code repositories, or similar methods? 6. Please explain the recommended implementation approach for your solution. 7. Does your solution support an open application program interface (API) for interfacing to other applications? a) Please explain how data is accessed by others, how you integrate data sets on your platform, and how you query data outside the application. b) Is a RESTful API available? c) Does your solution provide an environment on which custom developed workflow capabilities/tools, integrated with enriched data sets, can be deployed and accessed by users? 8. Describe your experience providing your solution to Federal Government clients in Cloud-based environments (e.g., Private, Government and/or Public). List specific FAA or aviation domain expertise identified (e.g., past projects, customers). 9. Has your solution ever been certified based upon NIST SP 800-53, Security and Privacy Controls for Federal Information Systems and Organizations? If so, at what system impact characterization (high, moderate, low)? If the solution was based on Federal Government cloud services, please identify the FedRAMP provider or certification information. 10. Provide the Rough Order of Magnitude (ROM) for your solution including but not limited to: a) Software license (for purchase/use) and associated maintenance fees b) Subscription fees for (SaaS/PaaS) to include the subscription cost drivers (e.g., transactions, data ingest/storage, or processing, etc.) c) Customization/configuration fees d) Professional Services (initial and ongoing) e) Training 7. Delivery of Submittals Interested parties must provide their responses in writing. Responses must be no more than 15 pages long (includes the 5-page maximum Capability Statement), single spaced, 12-point Times New Roman font and must be in MS Word format. Please limit company background information to one page. The FAA may request one-on-one discussions in which respondents to this Market Survey may be invited to discuss their responses in more detail. If contacted, respondents’ participation is voluntary, but would be appreciated.
