Introduction/Purpose The purpose of this market survey announcement is to gain industry feedback on the updated requirements related to the development, implementation, and operation of the next generation Aviation Safety Information Analysis and Sharing (ASIAS) Capabilities, or ASIAS 3.0. After the creation of the Commercial Aviation Safety Team (CAST) in 1997, airline operators noted that significant safety analysis was limited by silos of information housed by each company. As the commercial carriers typically stored and analyzed their operational safety data individually, there was a limited insight into broad safety trends, which could be made available through aggregate data collection across the industry. In 2007, FAA and the aviation industry launched a collaborative safety analysis and data-sharing initiative known as the ASIAS program. This program was intended to advance aviation safety by combining proprietary safety data from across the aviation industry with publicly available data to identify emerging risks and evaluate the effectiveness of deployed mitigations. ASIAS now incorporates voluntarily provided safety data from operators representing a vast majority of United States air carrier operations. Starting with fewer than one million digital flight records (also known as Flight Operational Quality Assurance [FOQA]) in 2007, ASIAS now houses over 32 million digital flight records contributed by commercial air carriers and over 825,000 safety reports submitted by pilots, air traffic controllers, and others. Program data sources include airline operator proprietary safety data (such as digital flight data and voluntary text-based safety reports), FAA data (such as radar/surveillance data and navigational information), publicly available safety data (e.g., weather, Notice to Airman [NOTAMS]), manufacturer information, air traffic voice data, and other sources. This data has been an invaluable source of information to monitor known safety risks, evaluate the effectiveness of deployed safety mitigations, and identify emerging hazards. FAA seeks to implement the ASIAS 3.0 capabilities with improved performance and enhanced capabilities. Specifically, among other enhancements, the ASIAS 3.0 capability must enhance data collection and data management capabilities, the fusion of flight data with associated contextual information, and include new predictive and vulnerability discovery capabilities based on recent developments in technology, to continue to improve safety in the NAS and globally. Among other enhancements, the ASIAS 3.0 capabilities must also utilize emerging technologies to address expanding volumes and new varieties of data, heightened processing speed requirements, data quality issues as well as improve program responsiveness. FAA’s goal is to use commercial Cloud services and fully utilize the evolving data management, machine learning, and artificial intelligence investments made by the major US cloud vendors. The FAA is seeking Contractor support to design, build and sustain the ASIAS 3.0 Information Technology (IT) Infrastructure and associated tools and processes to collect, cleanse, store, organize, integrate, analyze, and share aviation safety data and information for the ASIAS program. The FAA is also seeking Contractor expertise to leverage this capability to support the FAA and the industry to conduct aviation safety analysis for identified issues, conduct routine monitoring of data for anomaly detection as well as proactively discover safety concerns before accidents or incidents occur, leading to timely mitigation and prevention of hazards. 2. Incumbent Contractor The legacy ASAIS capability is operated for the FAA by The MITRE Corporation. 3. Nature of Competition This announcement is a follow-on to the ASAIS Request for Information (RFI) released on November 5, 2020. The purpose of this market survey update is to provide industry with a revised Performance Work Statement for ASAIS 3.0 and request industry comments and recommendations. Responses to this market survey will be used to finalize the FAA's acquisition strategy for the planned procurement that is anticipated for release to industry in October 2022. 4. Standard Language The FAA is releasing this public announcement in accordance with the FAA Acquisition Management System Policy Section 3.2.1.2.1, Market Analysis. Respondents to this Market Survey Announcement are advised that – (a) This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind. (b) The FAA is not seeking or accepting unsolicited proposals. (c) All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary markings, if any. If appropriately marked, such information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy. (d) The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents. (e) Providing a response to this RFI neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any. (f) Respondent participation in any informational session is not a promise of future business with the FAA, or a commitment to award a contract, and (g) The FAA will not pay for any information received or costs incurred in preparing the response to this RFI. All information is to be submitted at no cost or obligation to the FAA. (h) Questions, recommendations, and strategies submitted by industry in this RFI will be considered by the Government for inclusion in future announcements in order to improve the procurement process, but will not be responded to individually. 5. Submittal Requirements for Market Survey Interested parties shall submit the following items in response to this Market Survey: • A Letter of Transmittal (one (1) page), which includes the Company’s: o Name, and point of contact information (name, position, telephone number, company’s mailing address, and company’s URL); o Business size, type, and any socio-economic status; and o Recommended NAICS code(s) for this requirement. • A narrative (using the Attachment 2 Input Form) describing the following: 1. PWS Questions and Recommendations, for submission via the attached Input Form: o Provide questions or request for clarifications on Scope, Requirements, Outcome and Performance Measurements for each of the task in the PWS. o Provide recommendations regarding how tasks and requirements descriptions might be simplified or enhanced to streamline the execution of work. As noted in the Input Form, appropriately identify questions or recommendations with significant implications/impact on cost, schedule, and performance of ASIAS 3.0 capabilities. 2. Strategy recommendations delivered as a narrative description (two-page limit, Arial 12-point font), that will help to accelerate the deployment of ASIAS 3.0. o Provide strategy recommendations to optimize the timely implementation and/or incrementally operationalize ASIAS 3.0 capabilities. o Approaches could include bundling or prioritizing tasks for efficiencies, deploying an Initial Operational Capability, and/or other methods; innovation is encouraged and please explain your rationale. 7. Delivery of Submittals Interested vendors must submit their responses to this market survey to ensure receipt by the Government, no later than 12:00 PM ET, January 18, 2022.
