The ESC organization performs market research for potential satellite service and devices for FAA. The market research requests an informal price estimate or Rough Order of Magnitude (ROM) and a product list that may satisfy the high-level requirements listed below. The market research does not establish a pre-competition or develop a competitive pool. All vendors are not being evaluated in any way. The market research's sole purpose is information gathering, not marketing prospect. The information derived from the market research will be used internally by the ESC for analysis purposes, and the associate data will be made proprietary. All data gathered from the market research will solely be used by the ESC organization and will not be made available to others. 1.0 Background The National Wireless Program (NWP) is an organization operating in the Enterprise Services Center (ESC) located at Mike Monroney Aeronautical Center (MMAC). NWP provides telecom expense management services for all of FAA. NWP resides under FAA’s Regions and Office of Finance and Management (AFN) Line of Business and operates under a “fee-for-service” principle, which encourages business-like decisions creating more cost awareness and increased customer focus. Its primary purpose is to provide wireless services for federal government agencies. 2.0 Identified Requirements Assumptions: 170+ satellite devices with the possibility of 200 more Average 2 minutes usage per device per month Current devices being used in North America, Caribbean, and the Pacific-including Alaska, Hawaii, Saipan, Guam, and American Samoa No termination fees 1+ dialing Current devices range from Iridium 9505A, 9505, 9555, 9575, 9575N Voice and data devices shall be covered by a one (1) year manufacturer’s warranty, beginning at date of purchase. Warranties on accessories may vary. Reassignment of phones and change of service plans can take place at any time at no cost to the Government Capabilities: 24x365 satellite phone capability for communications where other communications is not available and to respond to emergency events At this time the nature of the competition has not been determined. When a Request for Proposal is issued the FAA may decide to issue the Screening Information Request for full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. Interested sources must respond with information to confirm evidence of their qualifications and capabilities to meet requirements in the attached description. The FAA intends to review all response submittals to establish the acquisition strategy. Responses will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendors’ expense. 3.0 Instructions Responses, submitted electronically in MS-WORD or Adobe PDF format are limited to 10 pages, excluding a completed Business Declaration, using 12-point Times New Roman front (or similar) with 1-inch margins. Responses are due no later than 5:00 P.M. (CST) October 31, 2022. All interested parties must submit their responses via email to abigael.k.schultz@faa.gov. Questions must be in writing, no phone calls please. Responses should include “Market Survey Response to AC-23-RFI-SSD” and outline the information in the following categories / format. A. Capability Statement - This document should identify: Provide a brief description of your company, types of services, business size and point(s) of contact, including name, address, phone and email address. Include a completed Business Declaration. B. Questions: Please provide information regarding your available acquisition sources for this requirement. Please indicate if your company currently offers these services through a General Services Administration (GSA) Federal Supply Schedule (FSS) or Multiple Award Schedule (MAS), Electronic Federal Aviation Administration (FAA) Accelerated and Simplified Tasks (eFAST), or other contractual vehicle.
