NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration Academy, intends to award a single source contract to FlightSafety International Melville, NY for proposed Initial and Recurrent Helicopter Pilot Training in the Sikorsky S-70M for Flight Standards Operations Inspectors and Aircraft Certification Test Pilots Employed by the Federal Aviation Administration (FAA). In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. This procurement is considered to be single-sourced to FlightSafety International based on the following: In accordance with the Flight Standards training requirements established by FAA policy and Aircraft Certification Service - Compliance and Airworthiness Division AIR-700, all training for FAA Inspectors should be obtained within an approved training program approved and monitored under the Federal Regulations, Part 61, 121, 135, 137, 141, or 142 as appropriate (per the Performance Work Statement and requirements of the Flight Standards Service office). FlightSafety International is the only vendor capable of providing the Sikorsky S-70M Helicopter type rating pilot training, as they have the only FAA Qualified Sikorsky S-70M simulator available for flight training. This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to FlightSafety International Melville, NY and is not available for full and open competition.
