NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration Academy, intends to award a single source contract to NTS Technical Systems Pittsfield, MA for proposed Lightning Protection for Aircraft Training for FAA Aviation Safety and Operations Inspectors/Engineers. In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. This procurement is considered to be single-sourced to NTS Technical Systems based on the following: The FAA requirements for this training are derived from the Certification Engineer's job responsibilities to properly evaluate production and test data when certifying new aircraft/engines, or modifications to existing aircraft and/or engines. The Engineer must properly determine that the aircraft or engine meets the requirements of the Federal Aviation Regulations concerning aircraft lightning protection prior to certification. His/her evaluation involves reviewing test results, data analysis and making compliance determinations. Through laboratory demonstrations, the engineer is able to witness testing and analyze the data from the test. NTS Technical Systems has the only laboratory capable of conducting these types of demonstrations. No other companies have been discovered that can provide a comparable course that will meet the requirement of the FAA’s Engineers. This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to NTS Technical Systems Pittsfield, MA and is not available for full and open competition.
