This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This is a notice that this is a lowest price technically acceptable procurement, that is total set-aside for Small Business. Only quotes submitted by Small Business will be accepted by the government. Any quote that is submitted by a contractor that is not Small Business will not be considered for award. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-02 effective 3/16/2023. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The FAR clauses may be accessed in full text at these addresses http://www.acquisition.gov/far/. The associated North American Industrial Classification System (NAICS) code for this procurement is 314994 with a small business size standard of 1000 employees. The U.S. Department of Transportation (USDOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) is seeking to procure high-performance synthetic lines for nest-mooring ships in the National Defense Reserve. The SBRF is seeking to issue a firm fixed price contract with for the purchase and delivery of high-performance synthetic line as described in the Synthetic Mooring Lines Restock BOM – Attachment 1, Vendor Price Sheet – Attachment 2, Solicitation Provisions and Contract Clauses – Attachment 3 and E-Invoicing Requirements– Attachment 4. Quoters are required to submit pricing for all materials, equipment and labor required to complete the work on the vendor price sheet, Attachment 2. Questions: The cut-off date for questions in response to the solicitation is 30 JUNE 2023 at 10:00 am PT. All questions shall be emailed to the Contract Specialist, Jon T. Meagher at jon.meagher@dot.gov. All emails regarding the solicitation shall be identified by the solicitation number, 6991PE23R000002 and will be answered by an amendment to the solicitation. The Government plans to evaluate quotes and make award without conducting discussions. Quoters may be given the opportunity to clarify certain aspects of their quote or resolve minor or clerical errors. Award will be made to the responsible quoter with the lowest total evaluated price, whose quote is acceptable for all non-price evaluation factors. The Government reserves the right to conduct discussions, if later determined by the Contracting Officer to be necessary.
