The U.S. Department of Transportation (DOT), Maritime Administration (MARAD), Suisun Bay Reserve Fleet (SBRF) has a requirement for a multiple award Tug Services Blanket Purchase Agreement (BPA) as described in the attached BPA Performance Work Statement (PWS) and BPA Terms and Conditions. The objective of this BPA is to provide towing services to the SBRF, General Anchorage #26, located in Benicia, California to accomplish intra-fleet ship moves within the anchorage and mooring maintenance by adjusting or deploying anchors and chains to/from ships. Refer to Sections 9 and 10 of the Combined Synopsis/Solicitation for suhmittal instructions and evaluation criteria. RFQ Amendment 1: The purpose of this amendment is to post the Questions and Answers (Q&As) and revised Combined Synopsis/Solicitation. RFQ Amendment 2: The purpose of this amendment is to extend the solicitation through February 4, 2022 at 1 PM Pacific Time. This amendment also clarifies that quoters may also submit Past Performance Questionnaires (PPQ) to the Contracting Officer if past performance references prefers to send them back to the quoter instead.
