Amendment 2: The purpose of this amendment to reopen the sources sought due to the Government’s revised requirements. The following changes are applicable to this amendment: The draft SOW has been revised to lower the engine requirement from EPA Tier 2 to EPA Tier 1. For Tier 1 boats offered, provide documentation that the engines are in compliance with the California Air Resources Board’s California Harbor Craft regulations. The Government is requesting for respondents to provide pricing for the vessel. The due date for responses has been extended. The U.S. Department of Transportation (DOT), Maritime Administration (MARAD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a used tugboat as described in the attached draft Statement of Work (SOW) that would be used predominantly for running out ship anchors and chain while performing mooring maintenance at the Suisun Bay Reserve Fleet (SBRF), General Anchorage #26 located in Benicia, California. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 488330, Navigational Services to Shipping, with a small business size standard of $41.5 million. There is no solicitation at this time. This request for capability information does not constitute a Request For Quotation (RFQ); submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred. If your organization is able to provide the required vessel, please provide the following information: 1) Organization name, Dun and Bradstreet (DUNS) number, address, website address, point of contact information (name, email address, and telephone number), and the size of your organization in consideration of NAICS code 488330 which has a small business size standard of $41.5 Million. If you are considered a small business according to this NAICS code, please provide which of the following small business categories your business fits, if any: Small Business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman- Owned Small Business, HUBZone Small Business, or 8(a) Business. If you are not under this NAICS code and would like to be considered under another NAICS code, please identity the NAICS code to be considered and your business size under that NAICS code. 2) Respondents shall provide the following technical information for the vessel: A vessel information sheet listing all the offered boat’s characteristics, whether mentioned in the draft SOW or not. A copy of its current or expired Load Line Certificate. Any other certificates the vessel may possess, such as US Coast Guard Certificate of Inspection, Certificate of Documentation or Registry, SOLAS Certificate, and any other certification held. Please note that this is for information only and is not a requirement or condition of purchase. Interior and exterior photographs of the vessel that clearly show conditions of the vessel’s hull, superstructure, coatings and machinery. Last drydocking report, including general condition of the hull, any significant steel wastage, coating condition, and type and placement of anodes. Brand and type of coatings for the hull and superstructure. Machinery maintenance history. For Tier 1 boats offered, provide documentation that the engines are in compliance with the California Air Resources Board’s California Harbor Craft regulations. 3) Respondents shall provide pricing for the vessel. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
