Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6991PE19Q000006 is issued as a Request for Quotation (RFQ). This solicitation is being conducted in accordance with the policies and procedures prescribed in FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, effective 01/22/2019. This procurement is being issued as a small business set-aside under NAICS code 541330, small business size standard $38.5 million. The U.S. Department of Transportation, U.S. Maritime Administration, Oakland, CA, has a requirement for the FY19 Annual PSTPs and Controls Assistance needed for pretesting, adjusting, and final testing of various control systems for ABS and the USCG. Contractor is to provide a service technician with experience with the installation and communication of I/O between the previous TMS controls and new Kongsberg controls. Also, contractor is to provide a technician familiar with the developed Periodic Safety Test Procedures (PSTPs). Technician is to prove for annual COI by pretesting, adjusting, and testing said PSTPs and I/O to the satisfaction of ABS and USCG. REQUIREMENTS/SPECIFICATIONS The Government intends to award a firm fixed price purchase order as a result of this Combined Synopsis/Solicitation. This notice is expected to result in a single award, subject to receipt of an acceptable quotation in accordance with the Instructions, Conditions and Notice to Offeror attached. Award will be made to the technically acceptable offeror having satisfactory, relevant past performance, whose offer, conforming to the solicitation, offers the lowest price. The Offeror's price quotation shall include a firm fixed price for individual items and the total of all items as listed on the TSGB Pricing Sheet.
