This is a sources sought notice to determine if sufficient interest exists from qualified small business, HUBZone, 8(a), woman-owned, or service-disabled veteran-owned small business prime contractors for a road construction project. The work includes full-depth reclamation of existing driving surfaces, placement of new aggregate surface course, and installation of concrete pads and aluminum gates at Laguna Atascosa National Wildlife Refuge in Cameron County, Texas, about 25 miles east of Harlingen. The estimated cost range is between $2,000,000 and $5,000,000, and the project is anticipated to be advertised in fall 2026 with construction beginning in 2027 and completion in summer 2027. Interested firms must demonstrate comparable road construction experience and provide a bonding letter showing capability to bond a single $5 million project. The project includes three alternate bid items for aggregate surface course quantities, with one alternate to be awarded.
