This announcement constitutes the only solicitation; quotations are being requested under this announcement and an additional written solicitation will not be issued. Solicitation No. 6982AF22000010 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-05. This requirement is an unrestricted competition. This solicitation is being issued under NAICS code is 813312 - Environment, Conservation and Wildlife Organizations with size standard $16,500,000. Contract Line Item Number: 010 for 19.4 total credits from Service-approved bank. Description of requirements: The Department of Transportation (DOT), Federal Highway Administration (FHWA), Central Federal Lands Highway Division (CFLHD) is constructing a trail along the Sacramento River at the Sacramento Island Trailhead near Redding. As part of the compliance process, under Section 7 of the Endangered Species Act, CFLHD consulted with the U.S. Fish and Wildlife Service about project-related impacts to the valley elderberry longhorn beetle (Desmocerus californicus dimorphus) and its habitat. As a condition of the Biological Opinion, CFLHD is required to compensate for the loss of 0.21 acre of riparian habitat and two elderberry shrubs through the purchase of 19.4 credits at a Service-approved bank. The period of performance of this purchase order is from date of Award to December 16, 2022. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and there are no addenda to the provision.
