THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUB Zone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Eric Grosskreuz) for receipt by close of business (2 p.m. local Denver time) on April 2, 2020: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility – DO NOT SEND COPIES OF YOUR SAM PROFILE; (3) Letter from bonding agent stating your firm’s capability to bond for a single project of $1 million, and your firm’s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CA BLM 2020(1), San Vicente Bridge project in which you performed (as the prime contractor) replacement of a single lane, 29-foot long single span steel girder bridge (Bridge #1) with a 49-foot long single span prefabricated steel girder bridge with steel decking and aggregate fill supported on spread footing foundations. The project also includes removal of a second out of service bridge (Bridge #2) which is approximately one-mile north of Bridge #1 on San Vicente Road. State whether your firm was the prime contractor or subcontractor on the project. PROJECT DETAILS: CA BLM 2020(1), San Vicente Bridge The CA BLM 2020(1), San Vicente Bridge project is located within Cotoni-Coast Dairies National Monument, just outside Davenport in Santa Cruz County, California. This project includes the replacement of a single lane, 29-foot long single span steel girder bridge (Bridge #1) with a 49-foot long single span prefabricated steel girder bridge with steel decking and aggregate fill supported on spread footing foundations. The project also includes removal of a second out of service bridge (Bridge #2) which is approximately one-mile north of Bridge #1 on San Vicente Road. Bridge #2 consists of a 40-foot long single span structure with a timber deck on a steel railcar superstructure with two steel girders. The condition of the Bridge #2 has deteriorated to such an extent that the structure has been closed. Both bridges span San Vicente Creek. Access to the project sites is along San Vicente Road, a single lane, gravel road. Principle work items include: 49-foot x 14-foot prefabricated modular steel vehicular bridge 55 cubic yards of structural concrete 300 cubic yards of roadway embankment 160 cubic yards of structure excavation All of the work is occurring in natural resource sensitive areas. Timely completion of construction will be crucial to minimize disruptions to BLM employees and partner agencies throughout construction and to achieve customer satisfaction. San Vicente Road is closed to public use (behind a locked gate) and will remain closed during construction. The anticipated advertisement date is May 2020 with construction anticipated from July 2020 to November 2020. The estimated price range is between $500,000 and $1,000,000. Qualifications Provide a list of bridge construction projects of equal or greater value and similar scope to the CA BLM 2020(1) San Vicente Bridge project in which you performed (as the prime contractor) work in a national forest, national park, national monument and/or natural resource sensitive areas. Experience in prefabricated steel bridge construction is required. State whether your firm was the prime contractor or subcontractor on the project.
