THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on August 21, 2019: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility – DO NOT SEND COPIES OF YOUR SAM PROFILE; (3) Letter from bonding agent stating your firm’s capability to bond for a single project of $5 million, and your firm’s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CO FTNP ROMO 11(4) Beaver Meadows Road project (as the prime contractor) in which you performed roadway excavation , subexcavation, pulverizing of existing asphalt for additional base, concrete curb, drainage improvements, and asphalt paving. Prior experience on projects located in remote, mountainous terrain of National Parks with numerous environmental constraints is required. State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. PROJECT DETAILS: CO FTNP ROMO 11(4) Beaver Meadows Road This project is located in Rocky Mountain National Park in Colorado and includes provides 3R rehabilitation treatment for routes to include 5.26 miles of Beaver Meadows roadway. The project will also be lengthening and adding a FAST lane at Beaver Meadows Entrance Station which is approximately 1,400 feet. The rehabilitation project consists of pulverizing the existing asphalt for additional base, concrete curb, drainage improvements, and repaving with approximately 4” of asphalt. The project will also be addressing grading side slopes due to additional pavement thickness along shoulders. Pullouts directly adjacent to the roadway will be treated as part of the project and repaved also. Schedule A, Option W, X and Y: Significant Items for Schedule A Includes: CMP culverts 80LNFT, Standard Underdrain 250LNFT, 3.5 miles full depth reclamation of existing pavement, 20,399 tons of hot asphalt concrete paving, colored concrete curb and gutter 1,550 LNFT, concrete pavement 1,600 SQYD, 1000 CUYD, roadway excavation 2,600 CUYD, and subexcavation 500 CUYD, Option W -Beaver Meadows significant items include: .7 miles full depth reclamation of existing pavement, 2,500 tons of hot asphalt concrete paving, colored concrete curb and gutter 150 LNFT, 500 CUYD roadway excavation 2,600CUYD, subexcavation 250 CUYD, Option X – Beaver Meadows significant items include: .65miles full depth reclamation of existing pavement, 2,500 tons of hot asphalt concrete paving, colored concrete curb and gutter 50 LNFT, 200 CUYD roadway excavation 2,100CUYD, subexcavation 250 CUYD, Option Y – Bear Lake Spot Improvements significant items include: Curb and Gutter removal and installation 120 LNFT, Asphalt Patch 650 SQYD, Standard Underdrain160 LNFT. Estimated total cost for the Schedule A, Option W, X and Y is $4,000,000 to $5,000,000. It is anticipated this project will be advertised in November 2019 with construction beginning in May 2020 and extending through October 2020.
