THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on January 31, 2019: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR SAM PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $2 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the NV FLAP 200(1), Beaver Dam Road project in which you performed (as the prime contractor) embankment construction, asphalt concrete paving, asphalt milling, pipe culvert (concrete), concrete curb, rolled erosion control product, micro surfacing, and temporary traffic control. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. Project Details: NV FLAP 200(1), Beaver Dam Road The proposed project is to rehabilitate a 2.2-mile segment of Beaver Dam Road within Beaver Dam State Park. The project is located approximately 33 miles east of Caliente in Lincoln County, Nevada 89008. The roadway will be resurfaced with 6 inches of compacted gravel base course on top of the existing gravel roadway with minor widening to establish a 14-foot roadway width. Drainage improvements will include culvert replacements and low water crossing structures. The roadway may be closed to the public during construction. Coordination with the property owner, located at the south end of Beaver Dam Road will be necessary to provide access as needed. There are environmental restrictions on tree and brush removal. Lincoln County Road Department maintains Beaver Dam Road under a road maintenance agreement with Bureau of Land Management (BLM). BLM land has been transferred to Nevada State parks under Lincoln County Land Bill. Principal work activities include Surveying & Staking, Erosion Control Items, Roadway Aggregate (27,574 Sq. Yds.), Asphalt Paving (315 tons), Corrugated Metal Pipe Culverts (140 Lin Ft), Precast Concrete Box Culverts (87 Lin Ft), Concrete Low Water Crossing, and Temporary Traffic control. It is anticipated this project will be advertised in early 2019 and be under construction in the Summer of 2019. The project has an estimated completion date of October 2019. Estimated Cost for the project is between $1 - 2 million.
