NOTICE ID: 697DCK-WA-23-01827 The Federal Aviation Administration, is conducting a Market Survey/Sources Sought to gain understanding of the current marketplace and to identify responsible, capable sources. Responses to this market survey will be used to determine if there is adequate competition to set this requirement aside for Small Businesses. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1 for the purpose of soliciting statements of interest and capabilities from interested vendors. This survey will be utilized for acquisition planning, as well as to determine if there are any responsible small businesses capable of performing this project. All responses to this market survey will be used for informational purposes only. This is not a Screening Information Request or Request For Proposal of any kind. Presently, the nature of the competition has not been determined. All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received in response to this Market Survey. Therefore, any costs associated with Market Survey submissions will be solely at the interested vendor's expense. SECTION I: DESCRIPTION OF WORK FAA managers and employees collaborate with stakeholders to develop air traffic procedures and policies that directly affect the safety of the National Airspace System (NAS). The leadership principles of Extreme Ownership are best suited for its safety critical function. The contractor must provide interactive leadership training, coaching, and administration that are based on Extreme Ownership principles by quality-experienced instructors. The learning objective is to develop the core actions and mindsets to tackle issues including strategy, execution, safety and risk mitigation, mission planning, innovation, team building, crisis management strategies, and cultural transformation. Connect practical experience-based solutions to complex problems based on leadership lessons learned in the military so they can be applied immediately. The contractor should assess organizational health and create alignment around what needs to change to unlock growth. Sound diagnostic expertise – coupled with strong interpersonal coaching – to transform teams and create a culture of ownership. Results should be increased organizational assessment of leadership ability, gaps, and areas for improvement. A simple, synthesized list of recommendations to work towards greater team and individual leadership performance. The initial output serves as a baseline, and subsequent pulse surveys provide organizational leadership and contractor instructors a quantitative view of the program’s impact. The contractor’s instructors must have proven experience in applying Extreme Ownership principles in a similar safety critical function. The instructor must have personal first-hand life experience to draw upon and subsequent Extreme Ownership based decisions that led to success in safety critical operations such as battles, Navy SEALS operations, and/or similar scenarios. The Contractor must provide a senior instructor that has a minimum of two years of experience teaching Extreme Ownership to government leaders and/or DOD. And, has personally used principles of Extreme Ownership as a leader in safety critical situations when decisions could result in significant loss of property or put lives in danger, such as Navy SEALS activities during war. The instructor must train and coach managers in the practical everyday usage of Extreme Ownership principles. The Contractor must make the instructor available at least twice before each actual training, through video conferencing, such as Zoom, for the instructor to demonstrate mastery of Extreme Ownership philosophy, provide examples of context of experiences the instructor is planning to teach, and to further tailor the training and coaching to fit the government’s needs. Vendor must utilize a leadership assessment tool to identify areas of growth for teams. The assessment determines where organizations effectively implement Extreme Ownership Leadership principles and where there is room for improvement. An organization’s score is then compared to the Client baseline, which includes thousands of entries across dozens of industries. The Vendor will also utilize the data from the assessment tool to identify focus areas for teams and provide recommendations for how to improve. A simple, actionable assessment report and tool to accelerate leadership development across the organization. The results will be increased organizational assessment of leadership ability, gaps, and areas for improvement. A simple, synthesized list of recommendations to work towards greater team and individual leadership performance. The initial output serves as a baseline, and subsequent pulse surveys provide organizational leadership a quantitative view of the program’s impact. Vendor must utilizes a leadership assessment tool to identify areas of growth for individuals. Organizations can use the assessment for both individual and 360-degree evaluation. Results of the 360-degree survey provide objective insight into leaders’ hidden strengths, weaknesses, and blind spots. The results are used during strategic advising sessions with leaders to focus conversations and increase self-awareness, a critical skill in the most influential leaders in combat and business. SECTION II – CAPABILITY STATEMENT ALL CORRESPONDENCES MUST CONTAIN THE NOTICE ID IN THE SUBJECT LINE. Response submittals must include the following information: A) Name of company B) Address C) Phone number D) Point of contact E) Email address F) Business size status: 8(a), Small Business, SDVOSB, VSB, etc. (Return attached Business Declaration Form) G) Company UEI and Verification of registration in the System for Award Management (SAM) H) Any other pertinent information. All respondents must provide a Capability Statement that addresses the following: a. Type of services provided by interested firm that demonstrate its ability to perform the services described in SECTION I - DESCRIPTION OF WORK. b. Services provided under previous contracts that are similar in size, scope and complexity to this effort. Provide detailed information and past performance information for at least three (3) previous contracts including program title, customer name, project dates, project value, customer point of contact, and description of work performed. c. Respondent’s access to additional resources, skills, subcontractors, etc, if necessary to perform the contract. If subcontracting, teaming, or partnering arrangements are anticipated, those arrangements must be identified, as well as the estimated percentage of the total effort that each subcontractor, partner, or team member will provide of the total effort. d. Copies of certification letters from all responding small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that have been certified by the Small Business Administration (SBA), if applicable. All responses are to be submitted on company letterhead and limited to a total of five (5) typewritten pages, with font no less than 11 point. Information on pricing is NOT required. However, if vendors submit general price information or a commercial/catalog price list, the FAA may use the information for informational purposes only and is NOT binding in any way.
