All Amendments must be signed and included with submitted proposals. Amendment 0001 incorporates the Q&R document into the Solicitation, revises the Statement of Work, removes clause 3.6.3-3, updates clause 3.2.2.3-2 and SA52, extends the proposal due date to March 27, 2025, 5:00 PM ET. The Federal Aviation Administration is issuing this Screening Information Request (SIR) for Waste Collection Services at the Miami and Tamiami Air Traffic Control Towers (ATCTs) in Miami, FL. The requirement is to be performed in accordance with the Statement of Work (SOW) included as an attachment in Section J. The procurement will be awarded as a Firm-fixed Price Contract with the NAICS code of 562111 and proposals will be evaluated on a tiered basis as listed below and in accordance with SIR Clause SA56 Evaluation Factors for Award. First Tier: The procurement is set aside for competition among SBA certified 8(a) Small Business. Second Tier: If an award is not made in the first tier, competition will be among all responsible Small Business concerns. Third Tier: If an award is not made in the second tier, full and open competition among all responsible, responsive offers received from ALL tiers provided award can be made at a fair market price to the lowest priced technically acceptable offeror. Site visits will be held on February 25, 2025 as follows: Miami Air Traffic Control Tower, 6400 NW 22nd Street, Miami, FL 33122: February 25, 2025, 9:00 am local time Tamiami Air Traffic Control Tower, 14744 SW 128th Street, Miami, FL 33196: February 25, 2025, 11:00am local time Please email the Contracts Specialist at Anna.F.Glover@faa.gov with the names of those attending and the name of the company they are representing, no later than Monday, February 24, 2025 by 2:00 pm Eastern Time. Each company will be limited to two (2) total attendees. Contact information for each facility POC will be sent when confirmation of attendance is received. Attendance is encouraged, but not mandatory. The FAA facility escort has been instructed not to answer any questions about the project during the site visit, please do not ask them any. All questions from the site visit must be submitted in writing according to the SIR instructions. The FAA assumes no responsibility for any conclusions or interpretations made by the contractor based on the information received by any means other than in writing from the Contracting Officer. The FAA does not assume responsibility for any understanding reached or representation made concerning conditions, which can affect the work, by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in the contract.
