The Federal Aviation Administration (FAA) has a requirement to install a EPDM roofing system at the Westchester County ASR-9 Building. Review all attachments pertaining to this solicitation prior to submitting a proposal. Please note the FAR references cited in SAM are not applicable to the FAA as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS). This SIR is a competitive small business set-aside. The FAA anticipates awarding single-award contract IAW with AMS 3.6.1.3.2 Prime Contracting with Small Businesses. This SIR/RFP is being posted in accordance with Federal Aviation Administration (FAA) AcquisitioManagement Policy, Section 3.2.1.3.11 Public Announcements. All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this SIR. A site visit is scheduled for April 27, 2023 at 10:00 ET. Meet up point will be at the airport access gate on New King Street. To attend the site visit please submit your name, company, and contact information to Phillip Harris at phillip.harris@faa.gov no later than 16:00pm ET on April 24, 2023. . All questions regarding this SIR should be submitted in writing to Phillip Harris at phillip.harris@faa.gov. All questions must be received no later than 14:00 ET on May 4, 2023. Proposals are due no later than 17:00 ET on May 11, 2023. All Amendments issued, if any, must be signed and submitted with the Offeror’s submission. Offerors are cautioned that proposals may take significant time to process electronically before reaching the inbox. Delays in transmission will not excuse a late delivery. Any proposal received after 17:00 ET on May 11, 2023 will be considered non-responsive and deemed ineligible for award. To be eligible for award Offerors must have an active registration in www.SAM.gov and Offerors' proposals must include all of the required documents outline in Section L and Section M. This requirement is covered by the Davis-Bacon Act, under Wage Determination.
