The Federal Aviation Administration (FAA) is issuing Screening Information Request (SIR) Number 697DCK-23-R-00139 Air Handler Replacement at the Security Operations Center (SOC) located at 991 Sycolin Road SE, Leesburg, VA. 20175 as detailed in the Specifications and Drawings attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice. The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAA’s Acquisition Management System (AMS), which became effective on April 1, 1996, is utilized in place of the Federal Acquisition Regulation (FAR). The NAICS code for this acquisition is 238220, Plumbing, Heating, and Air-Conditioning Contractors and the small business size standard is $19 million average annual receipts over the past 3 fiscal years The estimated magnitude of construction is between $100,000 and $250,000. SITE VISIT The FAA urges and expects offerors to inspect the site where the work will be performed. A one-time site visit will be conducted on 22 February 2023 at 10:00 AM ET at the FAA Security Operations Center (SOC) located at 991 Sycolin Road SE, Leesburg, VA. 20175.
