The Federal Aviation Administration contemplates issuing a Screening Information Request (SIR) for the replacement of a new steel tilt-down pole for Distance Measuring Equipment (DME) antenna at the HRLA LOC Site, Harlingen, TX. The scope of work includes, but is not limited to, the following: Removal of existing steel tilt-down pole Assembly and erection of new (1) 8' steel tilt-down pole (antenna mast) Grounding/Bonding Lightning Protection, conductors to existing buried Earth Electrode System (EES) The contractor will be required to provide all labor, materials, supplies, equipment, supervision and transportation to perform this work in accordance with the specifications and drawings, as well as, all local, state and federal laws. This is not a Request for Proposal (RFP) and proposals are not being accepted from this public announcement. The responses to this market survey will be used for information purposes only. The FAA will not pay for any information received or costs incurred in preparing the response to this market survey. Any cost associated with the market survey submittal is solely at the interested vendor’s expense. The purpose of this market survey is to solicit statements of interest and capabilities from 8(a) certified firms; Service-Disabled Veteran-Owned Small Businesses (SDVOSB); HUBzone small businesses; Women-Owned Small Business (WOSB). The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to the market survey. Responses to this announcement, expressing interest, must include the following information: Company Name; Address; point of contact name, email address and telephone number Business size classification: 8(a) Certified, Small Business; Service-Disabled Veteran-Owed Small Business (SDVOSB), etc. DUNS Number Provide a copy of SBA 8(a) certification letter, if applicable Capability Statement to include type of service provided by your firm, relevant experience on projects of similar scope and complexity within the last five years. Provide specific contract numbers, contact names, and email information to support claimed capabilities. Failure to respond to the Pre-solicitation may preclude a contractor’s ability to receive a copy of the future solicitation. Limit complete responses to no more than 5 pages. Information provided will not be released; however, mark PROPRIETARY on all documents submitted as necessary. All responses to this market survey must be received by May 20, 2020 at 4:00 pm EST.
