The Federal Aviation Administration (FAA), has a requirement for a complete design to replace the existing CSI (Control Solutions Inc.) system to a BACnet (Building Automation & Controls Network) compatible building management system. The current ECMS (Environmental Control & Monitoring System) is an outdated CSI system that has reached the end of its useful life. Work must be performed in accordance with the current FAA standards, ASHRAE Guideline 13-2015, and ASHRAE/ANSI Standard 135-2016. This survey is being conducted in accordance with FAA Acquisition Management System (AMS) Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. The nature of the competition has not been determined. The FAA may decide to do a full and open competition or a set-aside for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to identify capable design-build contractors and understand the current marketplace in terms of small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and ALL other business types and sizes. All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information.
