The Federal Aviation Administration (FAA), Eastern Logistics Service Area-ASO, College Park, GA, is issuing Screening Information Request (SIR) Number 697DCK-18-R-00262, Elevator Maintenance of the Traction Elevator at Florence, SC ATCT and of the Hydraulic Elevator at Myrtle Beach, SC ATCT, as detailed in the Specifications and Drawings attached to the Solicitation in accordance with the Acquisition Management System (AMS) 3.2.2.2 Policy as supplemented with additional information included in this notice. The FAA has been exempted from several Federal laws and regulations as part of the 1996 DOT Appropriations Act, signed into law by President Clinton on November 15, 1995. Some of the exemptions include the Federal Acquisition Streamlining Act of 1994, the Small Business Act, the Competition in Contracting Act, and the Federal Acquisition Regulations. The FAA’s Acquisition Management System (AMS), which became effective on April 1, 1996, is utilized in place of the Federal Acquisition Regulation (FAR). The NAICS code for this acquisition is 561210, Facilities Support Services, and the small business size standard is $38.5 million average annual receipts over the past 3 fiscal years. Any responses received after this date and time, will not be considered in accordance with AMS provision 3.2.2.3-14, “Late Submissions, Modifications, and Withdrawals of Submittals.� If all requested information is not furnished, the vendor's response may be determined ineligible. SET ASIDE This requirement is offered to all qualified, responsive concerns and offers will be considered using a tiered order of precedence as described in Section M of the SIR. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. EVALUATION Offers will be evaluated using criteria described in Section M of the SIR. Technical combined with Past Performance and Experience is significantly more important that price. No individual notification of any amendments will be provided. It is the Offerors' responsibility to visit this website frequently for updates on this procurement.
