FAA Flight Program Operations Support for Organization Designation Authorization (ODA)
The FAA is seeking industry input on transitioning its Flight Program Operations support contract from a time-and-materials/labor-hour structure to firm-fixed-price, as a follow-on to work currently held by Delta Engineering Corporation. The scope covers engineering, certification, ODA, and project management services for aircraft modification, certification, continued airworthiness, and fleet modernization. FAA’s preliminary planning baseline is 4.0 FTE / 7,520 annual labor hours, with estimated workloads including 4–8 concurrent projects, 2–4 new STCs, 4–8 STC amendments, 10–20 other certification/engineering actions, and 5–10 over-and-above actions. Interested vendors are asked to provide capabilities, SAM Unique ID, recommended NAICS, relevant certifications, small-business status, and an authorized point of contact. The RFI also seeks feedback on FFP transition factors, risk treatment, required FAA data and performance metrics, and ROM pricing structure; procurement strategy and competition type are not yet determined.
