The FAA proposes a sole-source contract with L3 Harris Maritime Power and Energy Solutions for Contract Depot Logistics Support, including depot repair, sparing, maintenance, and engineering support for Static Transfer Switches used in critical air traffic control power systems. The action is a 6-month extension to the current STS CDLS contract, which expires November 27, 2026, and will use an IDIQ structure with firm-fixed-price, labor-hour, and cost-reimbursable components. The scope covers parts storage and order fulfillment, field and in-house repair/overhaul/inspection, asset restoration and integration, access to L3 Harris proprietary hardware/firmware/software tools, obsolescence and re-engineering support, database maintenance, and FAA CDLS reporting data entry. FAA deems L3 Harris the only viable source due to proprietary data/tools, specialized legacy knowledge, supplier relationships, existing warehousing, and configuration-management needs; competition would require unavailable L3 Harris data/tools and likely cause delays and safety risks. Existing warehousing is at L3 Harris, and relocating assets or test beds to FAALC in Oklahoma City would add cost and delay, with test-bed relocation estimated at more than $10M.
