The Federal Aviation Administration (FAA) intends to negotiate a contract on a single source basis to Microwave Engineering Corporation (MEC), North Andover, MA, for the acquisition of Weather System Processor (WSP) Uni-Directional Couplers. These directional couplers are part of the RF Channel that directs the weather signal from the Airport Surveillance Radar Model 9 (ASR-9) to the WSP. This is highly sensitive equipment that was designed to replicate an existing coupler used in the ASR-9 specifically for use in the WSP. In accordance with the FAA Acquisition Management System Paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The original manufacturer and only manufacturer on record is Microwave Engineering Corporation (MEC). The S310-101 model is the only approved version of the directional coupler fielded for WSP. A market survey (6973GH-24-MS-00014) was posted to the SAM.gov web site on March 20, 2024 and closed on April 3, 2024. No responses were received in response to the market survey. The NAICS CODE for this requirement will be 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a Small Business Size Standard of 1,250.
