The delivery schedule of this project has been changed from 60 to 90 days after Notice to Proceed (NTP) due to resolve FAA concern that all work can reasonably anticipated to be fully performed within the orginally awarded delivery schedule. A second pre-bid site visit may be considered and arranged if requested within the next several days; however, date and time of this will be at the FAA's discretion and subject to availbility of resources. If another site visit occurs, this will offerred to all interested offerors via update to this announcement. Interested vendors are highly encouraged to continue closely monitoring this announcement for further updates. The proposal due date is hereby extend to 4/26/24 (1600 CDT) as a result of this update. (end of update) ________________________________________________________________________________________________________ The Federal Aviation Administration (FAA) is soliciting bids for the site preparation of a Remote Video Surveillance System Upgrade (RVSS-U) near Rio Grande City (RGC), TX as detailed in the attached SIR and attachments to this announcement. The FAA intends to award one (1) Firm Fixed Price contract to the lowest price offeror otherwise eligible for award. The performance time is 60 calendar days after contract award and Notice To Proceed (NTP) after required pre-work activities defined in the attachments to this message. The estimated value of this construction project is $500,000.00 to $1,000,000.00. This competitive award process is a 100% Set-Aside to vendors who represent as Small Businesses (SB). The NAICS code identified for this procurement is 238990 with a small business size standard of $19M. Offerors must possess an active registration in System for Award Management (SAM) and certify as an eligible SB in their representation and certification at 52.219-1 for the same or related NAICS of equal or lesser size standard to be eligible for award. Further award eligibility requirements are contained in the terms and conditions of the SIR. All documents attached to this announcement are considered by the FAA to be in final format at this time. Offerors are cautioned that this solicitation will require multiple deliverables to be determined fully responsive to the SIR. Offerors who do not submit their bid information in strict accordance with the instructions to offerors or are missing required submittals may be determined “not fully responsive” and determined ineligible for award. Please review Section L of the SIR carefully. The FAA desires robust competition received among fully eligible and fully responsive offerors. A pre-award site visit opportunity is being offered to interested vendors. Requests for future site visits may or may not be facilitated due to availability of FAA resources.
