Any further changes will be released to all offerors via updates to this announcement in SAM. Interested offerors are highly encouraged to check this announcement on a daily basis for any further updates until the close of the offer due date. (END OF UPDATE) ___________________________________________________________________________ The Federal Aviation Administration is seeking bids for the replacement and improvement of the primary parking lot for the CAE Air Traffic Control Tower Facility (Vicinity: West Columbia, NC). The FAA intends to award one (1) Firm Fixed Price contract to the lowest price offeror otherwise eligible for award. The period of performance is 180 calendar days after contract award and Notice To Proceed (NTP). The estimated value of this construction project is $500K to $1M. This competitive award process is a 100% Set-Aside to Small Businesses. Offerors must be registered in System for Award Management (SAM) and represent as a Small Business in SAM representations and certifications to be eligible for award. Further award eligibility requirements are contained in the terms and conditions of the SIR. This project is funded by the Bilateral Infrastructure Law (BIL). See attached Uniform Bilateral Infrastructure Law Report located in the attachments and BIL 3.18-1 in the SIR document for instructions for the additional reporting requirements associated with BIL funded projects. The FAA is seeking qualified sources to provide statements of interest in response to this announcement for the purpose of market research and determination of acquisition strategy. This project is intended to be funded by the Bipartisan Infrastructure Law (BIL). As such this project will be subject to associated FAA reporting requirements. If a contract is awarded, the contractor will be responsible for associated reporting requirements on a quarterly basis and prior to final payment per the associated contract clause AMS 3.18-1 Bipartisan Infrastructure Law – Reporting Requirements (October 2022) that will be included in any resulting solicitation and contract. A copy of this clause and report form titled “Uniform Bipartisan Infrastructure Law (BIL) Data Report” are available in the attachments of this announcement. This FAA currently estimates this project to cost between $600K - $900K. The estimated Period of Performance is 180 days after approval of material submittals and Notice to Proceed (NTP) after award. Responses resulting from this announcement are intended to be used to determine if this requirement can be set-aside for part, or all, for small businesses or for small economically disadvantaged small business. Interested Service-Disabled Veteran Owned Small Businesses (SDVOSB), Women-Owned Small Businesses (WOSB), and participants in SBA’s 8(a) program are particularly encouraged to provide statements of interest in this project for set-aside considerations. In addition to small business type, a local area set-aside (vendors whose businesses are based within the local Columbia, SC area) may also be considered if adequate interest is received by the FAA from local vendors as a result of this announcement. The FAA currently intends to award a single Firm Fixed Price (FFP) contract to the lowest price bidder that can be determined fully responsive to the solicitation requirements and affirmatively determined responsible via active registration in System for Award Management (SAM.gov) which possesses no exclusions, and no recent or relevant adverse past performance.
