The purpose of this announcement amendment is to add the correct attachment for "SIR QUESTIONS AND ANSWERS" and remove the incorrect attachment. The purpose of this announcement amendment is to answer questions from industry. See Attached "SIR QUESTIONS AND ANSWERS." The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for Boeing 757 and Boeing 767 Pilot Qualification Training for Flight Standards Operations Inspectors and Aircraft Certification pilots employed by the Federal Aviation Administration (FAA). The Government intends to make multiple awards from this Screening Information Request/Request for Proposal (SIR/RFP). Award will be made to the Lowest-Priced Technically Acceptable (LPTA) offeror deemed responsible and whose proposal is responsive to the solicitation requirements. Awards will be made to the lowest price technically acceptable offeror(s) on an aircraft by aircraft basis. The FAA contemplates award of an Indefinite Delivery/Requirements type contract(s) with 1-year base period with four (4), 1-year option periods. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACTING SPECIALIST. CONTACT INFORMATION BELOW. All interested sources should first attempt to download the attached SIR and supporting document(s). If downloading is not possible, all request for copies of the SIR documents(s) must be made in writing to the attention of Gib Park, Contracting Specialist (AAQ-740), via e-mail at gilbert.n.park@faa.gov. Any and all questions pertaining to this SIR should be submitted in writing to the contract specialist at, gilbert.n.park@faa.gov by 3:00 p.m. CST on April 24, 2023 to allow for adequate response time. No questions will be allowed after that date and time. Technical and cost proposals must be received by the FAA no later than 5:00 P.M. CST, May 10, 2023. Proposals must be submitted electronically to gilbert.n.park@faa.gov, and addressed with the SIR Number 6973GH-23-R-00114. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 5:00 p.m. CST, May 10, 2023, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. The SIR/RFO is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation.
