The Federal Aviation Administration (FAA) is seeking information for the potential procurement of propane delivery services in the southern Arizona area including locations: -Ajo -Casa Grande -Douglas -Nogales -Sonoita -Yuma Each location has up to a one thousand (1,000) gallon propane tank that would need to be refilled per delivery. It is possible that deliveries will need to be made at night and on weekends. The purpose of this market survey is to solicit statements of interest and capabilities from interested vendors in accordance with FAA Acquisition Management System (AMS) Policy 3.2.1.2.1. This information will be used by the FAA in choosing the method and type of procurement competition to be used to fulfill this requirement. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA’s 8(a) Program. Responses to this market survey will be used for informational purposes only. North American Industry Classification System (NAICS) code 454310 – Fuel Dealers, size standard 500 employees, applies to this requirement. The nature of the competition and procurement method that will be conducted for this requirement has not yet been determined. The FAA will review the responses to this Market Survey and will make acquisition planning decisions based on market survey responses and the FAA’s needs. The FAA may decide to conduct a full-and-open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses, or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA’s 8(a) Program. Multiple awards may be considered. In order to make this determination the FAA requires the following information from interested vendors in accordance with the attached documents herein: General Capability Statement - This document is limited to not more than six (6) pages, in Times New Roman, size 12 pt. font, and must identify: Type of services provided by your firm; Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance); Number of years in business. Specific Capability Statement – Please state your company’s capability of providing propane deliveries to one, some, or all locations as stated above. Response shall also provide a point of contact number and name (either by phone, email or both) for questions. *System for Award Management (https://SAM.gov) Unique Entity Identifier (UEI Code) A copy of the vendor's SBA 8(a) Certification Letter, Certification of SDVOSB eligibility, if either are applicable for this NAICS. Rough Order of Magnitude (ROM) for a delivery to fill up a 1,000 gallon tank, including any surcharges for evening / weekend deliveries. Please identify any industry indexes or publicly posted websites that could be potentially be used for the consideration of fluctuating costs of propane for the local areas mentioned above. Estimated delivery time frame to respond to delivery inquiries. *Per the FAA Acquisition Management System (AMS), clause 3.3.1-33 System for Award Management (SAM), paragraph (b)(1) “By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.” This is not a screening information request or request for proposal of any kind.
