1. Title of Procurement: Rotary Coupler Repair/Upgrade (OEM P/N’s RJ6940/01 and RJ6940/02, NSN 5985-01-512-6662) 2. Nature of Procurement Action: This is a procurement action to establish a contract with the OEM, Everaxis AB for the repair and upgrade (where necessary) of Everaxis AB rotary couplers, OEM part numbers RJ6940/01 and RJ6940/02. Procurement action will be in support of NAS and DoD radar equipment where these rotary joints are used in both the NAS ASR-11 (Airport Surveillance Radar) and DoD DASR (Digital Airspace Surveillance Radar) radar systems. The FAA desires to establish a one-year fixed price indefinite delivery, indefinite quantity contract vehicle followed by four (4) option years for the repair/upgrade of Everaxis AB model 6940/01 (upgraded to model RJ6940/02) and repair of Everaxis AB model RJ6940/02 rotary couplers. Description of Supplies/Services: The FAA proposes to establish a repair/upgrade services contract with the OEM, Everaxis AB for repair/upgrade of rotary couplers used in NAS ASR-11 and DoD DASR radar systems. This contract will be used for replenishment of serviceable stock. 4. Authority: Authority for single source procurement is provided by AMS policy section 3.2.2.4. The FAA may contract with a single source when it is determined to be in the best interest of the FAA. This rational may be based on actions necessary and important to support FAA’s mission, such as emergencies, standardization and only source available to satisfy a requirement within the time required. Everaxis AB, rotary coupler OEM, is the only current certified source available and is the sole owner of all design, repair, upgrade drawings and documents for these rotary couplers. 5. Rationale Supporting Use of a Single Source: The ASR-11 rotary coupler, model RJ6940/01 is under Configuration Management Control, administered and directed by the Joint Resource Council (JRC). Any change or upgrade to this configuration must be accomplished by an approved, qualified vendor. Everaxis AB is the OEM and the only vendor currently certified and authorized as capable of performing the upgrade of the RJ6940/01 to a RJ6940/02. This type of change is managed and approved by the NAS CC (National Airspace System Configuration Control Board) according to procedures established by the JRC. Additionally, Everaxis AB is the only vendor certified and authorized to repair the RJ6940/02 rotary joint, including RJ6940/01 units upgraded to a RJ6940/02 assembly. Any efforts to have a second vendor qualified and approved would require an extended period of time (years) to complete with no guarantees of success. Additionally, all necessary design, overhaul, component and assembly documentation including testing procedures and equipment is proprietary to the OEM, Everaxis AB. The FAA does not own these documents, procedures or equipment. 6. Market Analysis: Market survey was posted on SAM.gov from 24 January 2023 through 07 February 2023. No companies responded to the market survey. In order to provide proper support of the ASR-11/DASR systems it is essential to have parts properly repaired and available for system sustainment purposes. The OEM, Everaxis AB is the original designer of the rotary coupler used in the ASR-11/DASR systems and is the sole owner of all design documents, fabrication processes, specifications, repair and testing processes, etc. Everaxis AB has been determined to be the only source that is currently approved, qualified vendor capable of evaluating/upgrading/repairing the affected asset.
