The purpose of this Market Survey is to solicit statements of interest, capability statements and Rough Orders of Magnitude (ROMs) for the attached spreadsheet depicting labor categories for which the Federal Aviation Administration (FAA) will need base rates and rates for four (4) option years from sources that can provide non-personal services for the FAA. This is a non-personal services contract to provide acquisition services. The Government will not exercise any supervision or control over the contract service providers performing the services. Such contract service providers are accountable solely to the Contractor who in turn is responsible to the Government. The purpose of this contract is to provide support to AAQ-700 to facilitate completion of the growing acquisition workload across the FAA. This contract does not provide for Contractor employees to perform inherently governmental duties such as obligating appropriated funds or executing contractual documents. The objective of this contract is to support AAQ-700 by obtaining qualified personnel to provide acquisition support services in the contract specialist/contract administrator discipline for a period TBD. The services required are not inherently governmental functions. The skill set will be substantially similar to the skill set required of the civil service OPM 1102 series with competience at the GS-5 through GS-14 levels.
