Please refer to p.69 of the SIR, Factor 3. The “Evaluation Criteria” does not ask for a complete design or any design at all for that matter. The Evaluation Criteria is a “yes/no” criteria. We are asking the offeror to demonstrate that they “will employ the services of a Landscape Architect to prepare scaled drawings of the seven (7) areas to be irrigated.” The paragraph above is just there to describe the duties that the landscape architect will need to perform once the award is made so that the offeror will know how to approach Landscape Architects to hire them as subs to do the design phase. What the Evaluation Criteria is asking for is that they submit evidence and qualifications of the Landscape Architect they intend to hire. 08/02/2022 The announcement is being updated to include a Site Visit planned for August 04, 2022 at 10:00 AM. All visitors must meet at the Visitor Center located at the Mike Monroney Aeronautical Center 6500 S. MacArthur Blvd Oklahoma City, OK 73169. Because of the COVID only two individuals from one company will be allowed for the site visit. Mask are required inside and social distancing is enforced at this time because of the MMAC Red Status. Please send an email with the two names of the individuals that will be attending the Site Visit with the subject line as, "Design/Build Irrigation Site Visit," to nia.glover@faa.gov In accordance with AC 1600.86, Visitor Control, and FAA Order 1600.69C, all visitors to the MMAC are required to have a valid form of government issued identification. (Photocopies or IDs without a picture are not acceptable) In addition, visitors must comply with current COVID procedures for access. All visitors to the MMAC must have a valid Sponsor, your sponsor is Marshal Maggard. Vistors are escorted at all times while on the MMAC. Visitors requiring escort will report to the Security Command Center (Building 230) with their Sponsor to receive an “Escort Required” badge. The following are acceptable forms of ID for visitors: US State issued Driver’s license or ID card U.S. passport Foreign passport (Requires prior approval through the International Visitor’s Program) Permanent resident card or alien registration receipt card U.S. Military Common Access Card (CAC) or Dependent’s ID card Other Federal Government-issued CAC/Personal Identity Verification (PIV) card The FAA has a current requirement for a Contractor Led Design/Build Irrigation System. To provide a complete design and construction, to deliver a fully functional, irrigation system that meets the installation requirements described in the SOW at selected areas on the Mike Monroney Aeronautical Center (MMAC) campus in Oklahoma City, OK. The requirement is Set-Aside for Small Business concerns only. This is a 2-part Acquisition: (a) Phase I- involves the request for and evaluation of technical proposals from offerors, and no pricing is involved. (b) Phase II- involves the submission of pricing proposals by only those offerors determined to be technically acceptable in Phase One. Please read the solicitation in it's entirety to esure a responsive bid. All documents under the list of attachements, in Section J of the Solicitation are atttached to the one PDF file 6973GH-22-R-00160. All proposals are due by the closing date of the annoucement August 12, 2022 by 4:30 PM CST.
