Federal Aviation Administration (FAA) Aviation safety Civil Aerospace Medical Institute (CAMI) Human Factors Research Division/Aerospace Medical Research Division: Formal Market Survey Seeking Interested and Capable Sources to provide Airway Transportation Systems Specialist (ATSS FV- 2101) Competency Model: General Information: The Federal Aviation Administration (FAA) Aviation Safety Civil Aerospace Medical Institute (CAMI) Human Factors Research Division, (AAM-500)/Aerospace Medical Research Division (AAM-600) is conducting Sources Sought Market Survey seeking Interested and Capable Parties to provide technical and management support for tasks identified in the draft statement of work (SOW) with timely delivery. Each Contractor responding should: Provide a detailed narrative about itself and its experience/past performance with government competency modeling. Detail its Knowledge and Experience with Competency Modeling and how its experience translates to the requirements in the SOW for the FAA’s Airway Transportation Systems Specialist (ATSS-FV-2101) Competency Model, including, but not limited to, methodology recommendations and data collection. Provide a Rough Order of Magnitude (ROM)/Market Research Quote with detailed cost elements. Include a well-developed milestone schedule dependent on award date TBD. Provide any limiters, questions/ambiguities in the SOW that concern the Contractor and not addressed in the question period. The results of this market survey will be used to determine acquisition strategy in support of an award. Anticipated award date TBD. The North American Industry Classification System code for this requirement has yet to be determined. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information. Therefore, any costs associated with Market Survey/Request for Information submissions will be solely at the interested party’s expense. Response to this Market Survey: Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. All responses (one response per company) are to be provided on company letterhead. No type font less than 12-point may be used. Responses should include the information cited in 1-5 noted within this announcement. Responses must be received no later than 3:00 P.M, Central Standard Time on Friday, December 3rd, 2021. Questions are encouraged, in writing delivered by email to the Contract Specialist (CS) unless otherwise directed with a cut off no later than 3:00 PM on November 19th, 2021.
