The main purpose of this Request for Information (RFI) is to obtain information, comments, and questions from industry that will aid in the formation of an acquisition strategy for this requirement. The draft requirements are identified in the attached draft requirements documents and drawings attached to this announcement. The overall intent of this RFI to determine most appropriate and cost effective path forward for the manufacturing and/or redesign of the following ASR-9 Power Supply Units: NSN: 6130-01-408-7266 MVPS RECEIVER CHASSIS ASSEMBLY, Mfg P/N 852600 NSN: 5840-01-408-7267 MVPS WEATHER/SCIP CHASSIS ASSEMBLY, Mfg P/N 852700 NSN: 6130-01-295-6625 POWER SUPPLY MODULE A, Mfg P/N 852000 NSN: 6130-01-294-9187 POWER SUPPLY MODULE B, Mfg P/N 852100 NSN: 6130-01-294-9188 POWER SUPPLY MODULE C, Mfg P/N 852200 NSN: 6130-01-294-9189 POWER SUPPLY MODULE D, Mfg P/N 852300 NSN: 6130-01-294-9190 POWER SUPPLY MODULE D1, Mfg P/N 855500 The attached requirement documents cover the technical specifications for a redesign to cover the function of all the assemblies above. The desired outcome of this RFI is to obtain answers from interested vendors for the following questions: Can these items be manufactured with the information provided as-is? If not, what are the gaps in the information? Could these gaps be re-engineered/re-designed using only the information provided? Can these items be redesigned to achieve the same form/fit/function at a better value to the FAA? Can these items be manufactured in such a way that they can be repaired? What provisions should the FAA pursue to ensure these items have long-term supportability? After initial order, could these units be manufactured on an individual basis based on the FAA’s need? The overall objective of this announcement is to obtain information only to assist the FAA in determining the best path forward to pursue a future purchase of these items. This is not a request for proposal of any kind. NAICS The North American Industry Classification System (NAICS) codes and size standards for this effort is anticipated to be as follows: 335999 - All Other Miscellaneous Electrical Equipment and Component Manufacturing Size Standard – 1,250 Employees The FAA requests that interested vendors address the requirements in the attached specifications provided, as well as feedback and comments for these documents. Each vendor should include the following information along with their submission: 1. Capability Statement - This document should identify: Provision of equipment as listed in the requirements document that have been provided by your firm for similar efforts Previous contracts and awards for similar efforts (please elaborate: commercial or government, quantities, dollar amounts and provide detailed information and past performance) Number of years in business Responses to the 5 questions above in this announcement. 2. Expected programmatic approach (in-house, teaming, subcontracting, etc.) Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by the prime vendor and, if applicable, percentage that would be subcontracted. 3. Rough Order of Magnitude (ROM) or budgetary (ballpark) estimate information for the items described in the Requirements List. It is anticipated that quantities will be consistent with 135 radar systems, which consist of approximately 270 weather/SCIP units, and 135 receiver cabinet units; however, this is subject to change. The FAA is particularly interested to obtain estimates to understand the following: ROM of redesign versus ROM of manufacture according to drawings provided ROM of labor ROM of material ROM of full data rights Please note that responses to this RFI will be used for informational purposes only. This is not a screening information request (SIR) or request for proposal (RFP) of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor’s expense. At this time, the nature of the competition has not been determined. The FAA may use the responses of this RFI to decide to do a full and open competition or set aside all or part of the procurement for small businesses, service disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. It is currently unknown if any sources are capable, but in the case that only one response is received from this announcement, the FAA may conceive that that there is not more than one source that is interested and/or capable and may proceed to pursue a single source award. As such, interested vendors are highly encouraged to submit a response to this announcement to ensure the FAA is aware if a competitive environment exists. This RFI is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the potential acquisition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms.
