20 July 21 Update: Clarification: The majority of trainings, estimated at 80%, will occur at the vendor’s facility near a large airport. However, the vendor will need to be flexible enough to support trainings at FAA Regional Offices or at other locations, as determined by the program office, throughout the Continental United States. 14 July 21 Update: Clarification Question: The Student Services Coordinator and the Registrar appear to be a mixed position in the SOW. However, they appear to be separate positions in the Price Sheet and the Labor Category Qualifications document. For clarity and to ensure consistent pricing across bidders, are the Student Services Coordinator and Registrar separate full FTE positions? Clarification Answer: FAA could not find Student Services Coordinator on the price sheet/matrix. The SOW does not mention Student Services Coordinator—the SOW mentions Student Services Representative, which is a federal position, supported by the Register. The Student Services Coordinator is on the Labor Category Qualification document; however, this is just in case the position is brought back. 9 July 21 Update: An updated Q&A Excel document is attached and the prior one removed. This is the official Screening Information Request (SIR)/solicitation for the FAA Leadership and Learning Institute (FLLI) Program--a follow up to the draft SIR originally posted to SAM.gov on 25 May 21. Please be aware that minor adjustments have been made to several documents so potential offerors are encouraged to thoroughly review this official SIR in it's entirety (including ALL attachments) and to NOT rely on documents posted as part of the draft SIR. This procurement is 100% set aside for small business and the FAA intends to make one award. Note that the FAA does not reimburse for bid and proposal costs as is stated in the SIR. A Q&A attachment, based on questions received from the draft SIR, is posted along with this official SIR.
